The European Commission (EC) is seeking proposals to empower civil society organisations and to support their efforts to promote, advance and defend human rights and consolidate their role as actors for positive change.
Objectives
- The specific objectives of this call for proposals are:
- Lot 1: Shedding light on the fate of missing persons from the 1990s conflict.
- Lot 2: Preventing and fighting against all forms of discrimination (based on gender, sexual orientation, disability, or faced by non-majority groups, elderly people, and children).
Priorities
- The priorities of this call for proposals are:
- Lot 1:
- To support the Right to Know initiatives, dialogue, accountability and justice in the framework of transitional justice processes.
- Lot 2:
- To strengthen capacities of civil society organisations in fighting against discrimination in all its forms; and
- to promote awareness and understanding of the negative effects of discrimination and highlight the importance of diversity, inclusion and respect of fundamental rights of members of vulnerable groups (women, children, elderly, people with disabilities, LGBTIQ+ individuals, and/or nonmajority communities).

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 195,416.00 to be financed under 2022 budget and an indicative EUR 430,000.00 to be financed under 2023 budget, subject to the availability of the appropriations provided for in the general budget of the Union for 2023.
- Indicative allocation of funds by lot:
- Lot 1 – EUR 195,416.00
- Lot 2 – EUR 430,000.00
Size of grants
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts of EU contribution:
- Lot 1- Shedding light on the fate of missing persons from the 1990s conflict
- minimum amount: EUR 190,000.00
- maximum amount: EUR 195,416.00
- Lot 2- Preventing and fighting against all forms of discrimination (based on gender, sexual orientation, disability, minority groups, elderly, and children).
- minimum amount: EUR 190,000.00
- maximum amount: EUR 215,000.00

- Duration
- For both Lots: The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Location: Actions must take place in Kosovo.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation established in Kosovo, or in a Member State of the European Union, or any country, as all are eligible for participation in contracts financed under Neighbourhood, Development and International Cooperation Instrument (NDICI – Global Europe) and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), i.e. not acting as an intermediary and
- have a minimum of 2 years of experience in the field of application within the last 5 years, at the submission deadline for concept notes.
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the following eligibility criteria:
- be a legal person and
- be non-profit-making and
- be a civil society organisation established in Kosovo, or in a Member State of the European
- Union, or any country, as all are eligible for participation in contracts financed under Neighbourhood, Development and International Cooperation Instrument (NDICI – Global Europe) and
- be directly responsible for the preparation and management of the action with the lead applicant and affiliated entity(ies), i.e. not acting as an intermediary and
- have a minimum of 1 year of experience in the field of application within the last 5 years, at the submission deadline for concept notes.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
