UNDP is calling for proposals to Support Social Stability and Security of the Conflict-Affected Communities.
To support social stability and recovery of the communities in the North East and the Middle Belt, UNDP has implemented projects, creating many successful cases, in cooperation with development partners including the Government of Japan, Human Security Trust Fund (HSTF), and the UN Peacebuilding Fund among others. Through these collaborations, UNDP has demonstrated the effectiveness of its integrated support to conflict affected communities. With the effects of the pandemic becoming increasingly visible, it becomes more pertinent to accelerate the delivery of effective integrated socio-economic support.
More specifically, the effective and accountable local governance component will:
- Support community platforms to serve as fora to discuss community needs, grievances and security
- Establish Justice, Law and Order Sector platforms to coordinate justice delivery and human rights protection efforts.
- Enhance the capacity of State Governments Recovery Planning and crisis response capacities through training to be conducted in partnership with JICA
Goals
The project will contribute to achieving the UN Sustainable Development Goals (SDGs), especially:
- No Poverty;
- Good Health and Well-being;
- Quality Education;
- Gender Equality;
- Decent Work and Economic Growth;
- Peace, justice and strong institutions.
Deliverables
The institution or firm will be required, while working in close consultation with UNDP to perform the following tasks and achieve the following key deliverables:
- Support community platforms to serve as fora to discuss community needs, grievances and security
- Establish or strengthen community platforms in target communities.
- Regular meeting mechanism should be established with participation of 1,200 community members including at least 480 women.
- A community development strategy should be drafted and adopted based on discussion and agreement in the community.
- Establish Justice, Law and Order Sector platforms to coordinate justice delivery and human rights protection efforts
- Strengthen existing justice delivery and accountability mechanisms through alternative dispute resolution mechanisms, mediation and dialogue by:
- Empowering traditional leaders and women to provide alternative dispute resolution services,
- Create a multi-sectoral security sector platform to enforce law and order and foster collaboration,
- Set up a conflict resolution and management advisory committee at LGA level to support the mediation efforts.
- Capacity enhancement of State Governments Recovery Planning and crisis response capacities through training to be conducted in partnership with JICA:
- In partnership with the Japan International Cooperation Agency (JICA), build the capacity of the coordinating body for emergency or recovery in each of the three states.
- The capacity building will cover information transfer of experience of Japan about recovery process after the war and the role which local governmental institutions played along the way.
- The target number of government officials to be trained is 120 (including no less than 48 women.
Eligibility Criteria
The organisation or firm submitting applications will need to demonstrate the following key qualities:
- Minimum of 5 years of organisational experience and expertise in providing community based governance and capacity building support.
- Subject matter experience in SDG16 specifically in promoting peaceful co-existence, tolerance and dialogue;
- Demonstrated experience in designing technology-based and digital solutions to complex SDG16 development challenges
- Strong experience in enhancing partnerships with private and public institutions, media, NGOs and related institutions;
- Excellent coordination, organization and planning skills, with the ability to work under pressure;
- Core team with expertise, necessary experience and qualifications to deliver on the above.
