Helen Keller International (HKI) is seeking applications for its program entitled “Enhanced Homestead Food Production Program in Myanmar in selected villages of Ayeyarwady and Magway regions.”
In 2017, the Enhanced Homestead Food Production Project in Myanmar began. The project aims to ensure equitable food and nutrition security in selected townships in Ayeyarwaddy and Magway Regions.
The Enhanced Homestead Food Production Project is in line with the aim of the Sustainable Development Goals (SDG) to eradicate hunger and malnutrition by 2030. It is focused on enhancing human capital and facilitating and accelerating overall socio-economic development in selected townships in the Ayeyarwady and Magway Regions. It will address the complex root causes of malnutrition by economically empowering families and communities by providing them with access to resources to help lift them out of poverty in a sustainable manner. In addition to food production and nutrition education, it will build agriculture-related livelihoods to generate income, empower women, and promote health and hygiene.
Funding Information
The costs of each separate subaward are estimated to range between US $21,000 and US $41,000 over a 22-month period for activities.
Projected Activities
The purpose of this RFA is to support local NGO implementation of agriculture and nutrition activities. Special emphasis will be placed on the needs children within the first 1000 days and mothers, utilizing a family-centered approach that builds the capacity of families to ultimately provide adequate nutrition for their children. HKI will fund activities in Ayeyarwadddy region (Maubin / Pyapon / Zalun / Pantanaw) and in Magway region (Seikphyu / Salin / Myothit). Local
NGO activities will be:
- To assist HKI in implementation of an Enhanced Homestead Food Production project at the village level in selected townships in Ayeyarwaddy and Magway regions
- To recruit, deploy, supervise and monitor the overall activities of Field Facilitators through a strong project team consisting of one project coordinator, one project officer and one finance and administration officer.
- The Field Facilitators will be responsible for implementation of activities related to advocacy, logistics, training, crop production, animal farming, health / nutrition and WASH in their assigned villages.
- The Field Facilitators will play a key role in ensuring that the targeted women access and use agriculture information and linkages to expand their income and utilize nutrition information, focusing on pregnant women and children under two years in the community / village.
Eligibility Criteria
- This RFA is open to local non-governmental organizations (NGOs) that are deemed capable of implementing the activities, with a solid record of integrity and business ethics, and that meet the eligibility requirements stated in this Section. Applicants must be willing to comply with relevant rules and regulations, including signing Attached Certifications and Assurances, as well as HKI requirements.
- Applicants must meet the following requirements in order for HKI to review their proposal:
- Legally Registered: The applicant should be a legally registered entity in the Union of Myanmar, including in the regions of Ayeyarwaddy and Magway as applicable. Applicants must attach a copy of their registration documentation.
- Technical Capacity: The applicant should possess the required experience to successfully implement the subaward activity, verified through past performance and reference checks. Examples of such requirements include years of operation, size of annual operating budget, experience working within the relevant sector, financial audit track record.
- Prohibition against Fee: Applicants must not include a fee-for-profit in their proposal.
- Conflict of Interest: The subrecipient’s other relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in the selection of the awarded NGOS as wel as conflict of interest in implementation of the subaward activities. Applicants must complete the attached Conflict of Interest Certification, declaring that no known conflicts exist.
- Prohibition against transactions with Ineligible or Excluded Individuals and Organizations: In accordance with Helen Keller International and donor policies, Helen Keller International prohibits transactions with ineligible or excluded individuals and organizations. Applicants will be subject to screenings against international debarment and suspension lists, to ensure they are not associated with terrorism, fraud, or other types of criminal activity. Applicants will also be asked to certify that it has not and will not promote or engage in violence or terrorism and are in full compliance with all U.S. Executive Orders, laws and regulations that prohibit transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism.
