The Landcam has launched a Call for Proposals for Small Grants Scheme to support innovative civil society initiatives in land management.
The LandCam Project is financed by the European Union, under an agreement with the IIED and a sub granting agreement between IIED, CED, and RELUFA.
In Cameroon, like anywhere else, land is at the heart of different interests; forestry, mining, agro-industrial or any other personal use (access to land for housing or private use), all at once. Conditions for accessing and conserving land vary from place to place, and from person to person. Observed inequalities are heightened by private corporations which, often with support from Government, access or grab large areas, leaving little to the indigenous and riparian population. Access to land is also central to social conflicts between residents, for example, Bantus vs. Indigenous, livestock breeders vs. farmers, the elite vs. community, loggers and miners vs. communities.
LandCam works with key stakeholders across Cameroon to negotiate rights to land and natural resources through the introduction of good governance and the implementation of sensible reforms of the relevant laws. To this end, the project supports new spaces for more informed, more effective and inclusive dialogue and reflections involving the public, the media, and civil society platforms. The project also monitors changes on the field and judicial reforms, while sharing lessons at the national and international levels.
Emphasis is on potential solutions for the recognition and securing of land rights and resources, as well as on methods and approaches aimed at increasing the participation of indigenous communities, youths and women towards inclusive and participatory management. Land-related conflict management processes and approaches are encouraged.
Grant Amount
- The overall amount available for 2020-2021 is 65,000, 000 CFAF.
- Under Small Grants Programme, eligible Cameroonian CSOs can apply for grants ranging from 5 000 000 to 19 000 000 CFAF and for project terms from three to twelve months.
The programme will give Cameroonian civil society organisations (CSOs) access to funds to:
- Reduce gaps in approaches towards securing land rights and natural resources, particularly for vulnerable groups.
- Tackle land tenure dynamics in current crises which lead to internally displaced people and refugees, thereby changing relationships to land.
- Enhance the inclusion of social and environmental aspects in the management of land concessions for agro-industrial activities.
- Research on the private use of State-owned land.
- Undertake action research on decentralization and land taxation.
- Connect community-level work with national debates on reforms.
- Strengthen stakeholder capacities on effective, inclusive and transparent land governance.
- Test tools for analysis and action, as well as land- and natural resource-related conflict prevention and management.
- Enhance knowledge on and use of participatory mapping as a (customary, community, and more) land management tool.
- Support the inclusion of local realities in regional development processes.
- Carry out action research on climate change.
Who can apply?
- Eligible beneficiaries shall be Cameroonian CSOs or research institutes legally registered for at least two years. Activity reports from the past two years, and a photocopy of the NGO declaration or authorization certificate must be attached to the proposal.
