Nigeria: Opportunities to Learn Activity

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Opportunities to Learn (OTL) Activity.

Purpose: The USAID/Nigeria OTL activity aims to equip out-of-school children and youth in northeast Nigeria with the foundational skills needed to progress to higher levels of education, training and/or engagement in the workforce.

The overall purpose of this activity is to ensure out-of-school children and youth in northeast Nigeria gain foundational skills. In accordance with USAID’s Education Policy and building on past USAID/Nigeria investments, foundational skills include reading and literacy, numeracy, and social and emotional skills. The specific skills and competencies of interest should be derived from the Nigerian Accelerated Basic Education Program in order to ensure that skill acquisition is recognized, certified, and enables progression to higher levels of education, training or employment.

Theory of Change

IF the USAID/Nigeria Opportunities to Learn activity ensures:

Scope: Selected communities in Borno and Yobe states, with the potential to expand to a third state, either Adamawa or Gombe.

Funding Information

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to availability of funding and at the discretion of the Agency, USAID intends to provide $25 million in total USAID funding over a five (5) year period.
