The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for projects that improve respect for freedom of expression, the right to information, and protection of journalists and other media actors in Morocco.
Program Approaches
- Potential program approaches could include:
- Supporting ongoing local advocacy and designing efforts to expand space for the safe and free exercise of freedom of expression, including support to civil society efforts to provide oversight and promote implementation of free expression and right to information laws; building the capacity of journalists and media actors to operate safely when accessing information and/or raising public awareness on freedom of expression and freedom of information campaigns.
- Supporting transparency and promoting the publication of open data; strengthening communication and citizen participation at the subnational government level on issues related to freedom of expression and the right to information; empowering civil society to monitor and advance freedom of expression and the right to information through oversight and accountability mechanisms; and/or promoting the exchange of international best practices and lessons learned on establishing and implementing a regulatory framework that promotes and protects free expression, particularly as it relates to advancing Morocco’s Open Government Commitments on Transparency and Quality of Public Service, Equality and Inclusivity, and Open Communities.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process.
- Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards.
- Profit is defined as any amount in excess of allowable direct and indirect costs.
- The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR) at 48 CFR 30, Cost Accounting Standards Administration, and 48 CFR 31 Contract Cost Principles and Procedures.
