The Public Diplomacy Section at U.S. Embassy Bogota (PDS Bogota) seeks an implementing partner with experience in documentary film to train young people interested in filmmaking and/or digital storytelling in La Guajira, Choco, and Cauca/Nariño, with the ultimate goal that participants work with implementing partner to produce a documentary film about the importance of the Ethnic Chapter of the 2016 Peace Accord in Colombia.
Program Objectives
- In addition to building the participant’s filmmaking skills, the goal of this grant is to raise overall awareness of the significance of the Ethnic Chapter, reflect ethnic communities’ relationship with the Ethnic Chapter and the Peace Accord, and track Colombia’s progress in implementing the chapter. Therefore, the grantee should be knowledgeable of the Peace Accord and the Ethnic Chapter and ensure participants’ deep understanding of the subject as part of the workshops.
- The phases of the project include participant identification, trainings, film production, and film screenings. Competitive proposals will aim to achieve and demonstrate the following objectives:
- Increase in the capacity of participants in production and post-production skills
- Increased knowledge of participants about the importance of the Ethnic Chapter.
- Increase audience awareness of the importance of the Ethnic Chapter and the United States‘ role as the first international accompanier to the Ethnic Chapter.
- The implementing partner will be expected to organize screenings of the completed documentary in each of the priority regions, as well as other possible locations decided up in conjunction with the PDS Bogota. At each screening, there should be discussions with participants explaining the production process and the importance of the Ethnic Chapter, peace, equality, and democracy. They envision the final film could be placed in film festivals/cultural events.

- Award amounts: Awards may range from a minimum of $85,000 to a maximum of $100,000

- Anticipated program start date: September 2023.
Participants and Audiences
- They expect the grantee to engage at least 30 young Colombian filmmakers from the departments of La Guajira, Choco, and Cauca/Nariño. However, the grantee is welcome to propose a program in which it engages more filmmakers. The grantee should seek gender parity based on the application pool.

- Not-for-profit organizations, including think tanks and civil society/nongovernmental organizations;
