The United States Agency for International Development in Democratic Republic of Congo (USAID/DRC) is seeking applications for a Fixed Amount Award (FAA) Cooperative Agreement from qualified entities to implement the USAID Controlling HIV/AIDS Epidemic among Key and Vulnerable Populations (CHEK) through Local Partnership.
The U.S. Agency for International Development (USAID) mission in the Democratic Republic of the Congo (DRC) intends to fund the implementation of Controlling HIV/AIDS Epidemic among Key and Vulnerable Populations (CHEK) in PEPFAR/DRC supported provinces. This activity intends to work with the Government of the DRC (GDRC) and other USAID implementing partners to deliver high quality, accessible HIV services in selected health zones in order to achieve HIV epidemic control. This activity will join the portfolio of partners implementing the President’s Emergency Plan for AIDS Relief (PEPFAR) program in the DRC.
USAID/DRC’s vision for the CHEK is a phased three-year activity that will focus on service delivery to support existing implementers in PEPFAR supported provinces with progressive expansion over the life of the activity. In year 1, the activity will start in Lualaba and will then expand to Haut-Katanga according to the needs. This service delivery activity will include all aspects of the HIV epidemic control of key and vulnerable populations (female sex workers [FSW] and their clients and their kids, men who have sex with men [MSM], transgender, people who inject drugs and people in prison).
PEPFAR’s focus is on shifting business practices to more effectively use a data-driven approach that strategically targets geographic areas and populations where the impact for investment is highest.
Priorities
- Critical priorities include:
- Health equity for priority population
- Sustaining the HIV response by enhancing integration and linkages with other health areas and supporting institutional and local organizational capacity building
- Supporting public health system and security with focus on surveillance, laboratory, emergency preparedness, workforce development and health information system reinforcement
- Encouraging transformative partnership with the local government, civil society organization and other donors (The Global Fund)
- Relying on evidence generated by science through survey research and surveillance
Program Goals and Objectives
- Goal: Attain and maintain HIV epidemic control among key and vulnerable populations in targeted health zones
- This program goal will be accomplished through the achievement of the following 3 objectives:
- Objective 1: Increased uptake of Comprehensive Prevention, Care and Treatment Services, Including Reliable Coverage across the Continuum of Care for Key and Vulnerable Populations
- Objective 2: Demand for Comprehensive Prevention, Care and Treatment Services Among Key and Vulnerable Populations Enhanced and Sustained.
- Objective 3: Strengthened Systems for Planning, Monitoring, Evaluating and Assuring the Quality of Programs for Key and vulnerable Populations.

Eligibility Criteria
- Eligibility for this NOFO is restricted to local entities.
- Only local organizations as defined are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of; and
- Has as its principal place of business or operations in; and
- Is
- majority owned by individuals who are citizens or lawful permanent residents of; and
- managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
- For purposes of this definition, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
