The European Commission is inviting proposals for Human Rights and Democracy Activities at Country Level, a promotion and protection of:
- human rights and fundamental freedoms;
- democracy; and
- the rule of law.
The five specific objectives, corresponding to the five priorities of the EU Action Plan on Human Rights and Democracy for the period 2020-2024 and of the 2021-2027 MIP are:
- Specific objective 1: Protecting and empowering individuals: to contribute to the full enjoyment by every one of all human rights, be they civil, political, economic, social or cultural rights.
- Specific objective 2: Safeguarding fundamental freedoms, including harnessing the opportunities and addressing the challenges of new technologies: to create and maintain an environment conducive to the full exercise of all fundamental freedoms, online and offline.
Priorities of this call
- Specific objective 1:
- Enhanced oversight by – and a strengthened role for – civil society in monitoring, preventing and responding to human-rights violations and abuses, and where relevant, violations of international humanitarian law.
- Strengthened capacities of civil society, including in advocacy and raising public awareness, to help CSOs in their work to repeal discriminatory laws, policies, measures and practices. Specific attention shall be paid to the work of youth and women organisations and movements.
- Effective protection of – and material support to – human-rights defenders and their families.
- Strengthened capacities of human-rights defenders and CSOs, including in strategic litigation, advocacy and public awareness. This will help them to work in areas with restrictive laws/policies or funding restrictions.
- Improved efficiency, quality, accountability, transparency and credibility of justice systems.
- Specific objective 2:
- Strengthened capacities of civil society and independent media to exercise fundamental freedoms.
- Effective protection of – and support to – journalists, bloggers and other media workers.
- Strengthened public awareness and inclusive debate on the centrality of HR&D in the regulation and use of new technologies in particular the Open Internet.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 330 000. The contracting authority reserves the right not to award all available funds.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 300 000
- maximum amount: EUR 330 000
- Duration: The initial planned duration of an action may not be lower than 24 months nor exceed 36 months
Location: Actions must take place in Mongolia.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be Civil Society Organisation
- be established in Mongolia, a Member State of the European Union or in any other country, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- Any application must also demonstrate that:
- the project proposal is based on initiatives of local CSOs and ensure their involvement during all stages of the implementation to achieve stronger ownership and impact and,
- there is a genuine and equitable partnership ensured at any stage of the action implementation with
- Mongolian CSOs established in Mongolia.
- The Evaluation Committee will attach particular importance to “quality partnerships”. All applications must demonstrate expected benefits and added value of the proposed partnership responding to local demand and locally identified needs. All actions must envisage and integrate capacity building activities (e.g. through monitoring, peer support and joint advocacy) for local actors as one of the key components for the proposed action.
- In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures.
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
