The European Commission (EC) is accepting proposals for Neighbourhood, Development and International Cooperation Instrument (NDICI) – Civil Society Organizations and Human Rights & Democracy.
The overall objective of the thematic program on human rights and democracy is to promote and protect human rights and fundamental freedoms, democracy and the rule of law throughout the world.
Types of Lots
- LOT 1: Promote a favorable space for Civil Society Organizations in Brazil to act and encourage the creation of institutional mechanisms aimed at formally aligning municipalities with the 2030 Agenda.
- General Objective: To promote equitable, sustainable, participatory and inclusive economic development in Brazil.
- Specific Objective: Improved the space for Civil Society Organizations to act and the mechanisms for promoting a formal alignment of municipalities with the 2030 Agenda.
- LOT 2 –Promote the digital inclusion of vulnerable populations in the Northern region of Brazil7 through the use of digital technologies, foster social innovation, entrepreneurship and other activities that generate social, economic and sustainable impacts
- General Objective: To promote equitable, sustainable, participatory and inclusive economic development in Brazil.
- Specific Objective: Improved digital inclusion, social innovation, entrepreneurship and other activities that generate social, economic and sustainable impacts on vulnerable populations in the North region of Brazil.
- LOT 3 – Human Rights and Democracy
- General Objective: To promote and protect human rights and fundamental freedoms, democracy and the rule of law.
- Specific Objective: Improved the capacity of independent and quality journalists, bloggers and media workers and of human rights defenders working on issues associated with “Freedom of Expression, Freedom of the Press and Pluralism and New Technologies and Rights Human Resources” to support civic engagement and activism in Brazil.

- The global indicative amount made available under this call for proposals is EUR 6,900,000.

- Grants requested under this call for proposals must be between the following minimum and maximum amounts:

- minimum amount: 500,000 EUR

Eligibility Criteria
- Lead Applicant (s)
- To be eligible for the award of a grant, lead applicants must:
- have legal personality; and
- not-for-profit; and
- be nationals of Brazil or a Member State of the European Union or a Member State of the European Economic Area (Iceland, Liechtenstein and Norway); and
- be a CSO or a platform or representative coalition of CSOs constituted in accordance with the legislation in force in the country concerned; and
- be directly responsible, together with their co-applicant(s) and affiliated entity(ies), for the preparation and management of the action and not act as intermediaries; and
- compete together with co-applicants;
- international organizations are not eligible but can participate as associates.
- To be eligible for the award of a grant, lead applicants must:
- Co-applicants
- Co-applicants must participate in the design and implementation of the action and the costs they incur are eligible in the same way as the costs borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applicable to the lead applicant itself.
- Lead applicants must apply together with co-applicants established in Brazil.
- All applicants from a Member State of the European Union or a Member State of the European Economic Area (Iceland, Liechtenstein and Norway) must apply together with co-applicants established in Brazil.
- Co-applicants must sign the mandate.
- If the grant contract(s) are awarded, any co-applicants will be the beneficiaries of the action (together with the coordinator).
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
