Applications for Civic Participation in Response to the Ukraine Crisis are now open.
Aim: To support NGOs to empower people to become active citizens by enhancing their awareness on their role and capacity to contribute to democratic culture at local/national level. On a long term, citizens will become more involved in the community life and in the decision-making processes, having the power to assure accountability.

Funding Information
- Total additional financial allocation for Ukraine crisis: 110,000 Euro
- Grant amount (minimum and maximum): 15,000 – 50,000 Euro
- Project duration (minimum and maximum): 4-12 months
Outcome: Strengthened democratic culture and civic awareness covers two areas of support of the Active Citizens Fund Romania, respectively „Democracy, active citizenship, good governance and transparency” and „Environment and climate change”.
Target Groups
- Citizens residing in Romania, both Romanians and of other nationalities.
- Other groups (professions or entities) could be also targeted to achieve better results. For example, local elected and administrative staff, informal/civic groups, other small NGOs, volunteers, journalists, businessmen etc.
Eligible Projects
- This Call supports measures to enhance civic engagement in addressing challenges arising from the Ukraine crisis. Citizens and local actors (informal/civic groups, NGOs, volunteers etc.) shall be empowered to actively participate in the process of local public decisions, data collection, cooperation for improved coordination of the humanitarian response, and to critically engage with information and media content. Threats to civic space and civil society environment can also be addressed within this call.
- There will be supported projects engaging citizens in watchdog and/or advocacy in response to emerging public challenges associated with the Ukrainian crisis, such as: monitoring of specific regulations, identifying gaps in legislation and law enforcement, especially in the context of new regulations adopted this year in reaction to the humanitarian crisis related to people fleeing Ukraine, initiating and/or facilitating efficient public consultations in response to a local or central government decision that needs to be tackled with emergency, etc.
- There are also encouraged initiatives to combat misinformation, disinformation, fake news and address information inequality in society associated with the Ukrainian war context (such as citizens driven data initiatives, initiatives encouraging citizens to critically engage with news content, identification of malicious campaigns, building capacity to respond to information attacks designed to discredit CSOs etc).
Eligibility Criteria
- Non-governmental and non-profit organizations (NGOs), with Romanian nationality that acquired legal personality, are organized and operate under the Government Ordinance 26/2000 and/or the Law 21/1924 on associations and foundations (with subsequent amendments and completions); or
- County and Bucharest municipality foundations for youth and the National Youth Foundation established under the Law 146/2002 (with subsequent amendments and completions); or
- National Red Cross Society in Romania established under the Law 139/1995 (amended and supplemented by the Law 524/2004) and its structures with legal personality.
