Organizing Youth Co: Lab New Zealand Programme 2022-2023

The United Nations Development Programme (UNDP) has announced the applications for Organizing Youth Co: Lab New Zealand Programme 2022-2023 to “establish a common agenda for AsiaPacific countries to invest and empower youth to accelerate implementation of the Global Goals through social innovation and entrepreneurship”.

Specifically, the project focuses on establishing a network to foster youth-led social entrepreneurship, supporting youth leadership initiatives, and providing grants for incubation financial mechanisms to fund youth-led programmes aimed at achieving the SDGs.

Youth Co:Lab is the leading social entrepreneurship platform in the region which brings ideas to life, sustains and supports innovative business models, and addresses social and youth challenges, through open dialogue and an incubator program on social challenges and possible youth-led solutions. The programme is committed to empowering youth across New Zealand to create livelihoods in their communities through meaningful connection, engagement and skills development. In 2022- 2023 the programme will take place from July 2022 to November 2023.

Scope

• Identifying the issues, barriers and needs for supporting youth innovation and entrepreneurship ecosystem in New Zealand
• Based on existing successful models, design and deliver the capacity building programme in New Zealand that supports young people to connect, develop entrepreneurial skills and confidence, and work on meaningful projects to make a difference in their community.
• Convene activities by engaging media, and various key stakeholders to foster dialogues and build a platform for youth to showcase their innovative solutions to contribute to the global goals.

Objectives

The objectives of the programme are:

• Recognize young people as active agents for social change, economic development and technological innovation;
• Empower young people in New Zealand through entrepreneurial skills development programme/capacity building programme
• Strengthen the youth social entrepreneurship ecosystem in New Zealand through working with relevant stakeholders

Eligibility Criteria

• Submission of signed and stamped Proposal (Technical & Financial) as per the Provided Template and Instructions;
• Acceptance of the UNDP General Terms and Conditions for contracts;
• Bid Validity – 120 days
• Business Licenses – Registration papers;
• Tax Registration/Payment Certificate issued by the Internal Revenue Authority evidencing that the Bidder is updated with its tax payment obligations, or Certificate of Tax exemption, if any such privilege is enjoyed by the Bidder;
• Written Self Declaration that bidder is not listed in the removed or suspended vendor list of the UN or other such lists of other UN agencies, nor are associated with, any company or individual appearing on the 1267/1989 list of the UN Security Council;
• Minimum qualifying experience requirement for the bidder:
  • At least 3 years of relevant experience in the areas of social innovation challenge, youth engagement and capacity development training on social entrepreneurship.
  • Have a track record of successfully organized at least 3 national or subregional youth events in the region, preferably in New Zealand
  • An existing network of at least 5 partners, government agencies, private sector such as financial service providers, youth organizations, development organisations, foundations etc., that can provide mentorship and other in-kind support to Youth Co:Lab New Zealand activities.
  • An ongoing programme related to the development of the Social Innovation and Entrepreneurship capacity for youth in New Zealand is ideal.

Criteria

• Technical Proposal (70%)
  • Expertise of the Firm – 30%
  • Methodology, Its Appropriateness to the Condition and Timeliness of the Implementation Plan – 40%
  • Management Structure and Qualification of Key Personnel – 30%
• Financial Proposal (30%)
  • To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
