The Public Affairs Section (PAS) of the U.S. Mission to Pakistan is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program.
This project will create and improve structures for reporting workplace harassment, particularly harassment against women, in local organizations in and around Karachi, Sindh, Pakistan.
Project goal
- This project will create and improve structures for reporting workplace harassment, particularly harassment against women, in 20-25 local organizations in Karachi, while highlighting and sharing best practices, including from the United States.
- The implementor should carry out analysis specific to the harassment of women in the workplace, with a focus on preventing workplace harassment and improving the structures to report it.
- The implementor will conduct primary and secondary research to collect data of past cases of workplace harassment, whether reported or not, determine the impediments in its reporting, and design an accurate response.
Project Objectives
- Using primary and secondary research methods, prepare a comprehensive report on past cases of workplace harassment, whether reported or not, the impediments to such reporting, and suggestions for how to successfully resolve these issues. The report should analyze reported cases, their processes and results of those cases wherever data is accessible.
- Using the data collected through research and best practices from both Pakistan and the U.S., determine training needs of employees, HR departments, harassment committees, and senior management, prepare training content. Training content should be engaging and include case studies and role plays.
- Create exemplary digital training, posters, and manuals to be made available online to the public free of cost, to raise public awareness.
- Convert training content to digital video3, and create a facilitator’s guide. The digital content, facilitator’s guide, posters4, and examples of forms, policies, and manuals created as part of this program should be made available online for use by all Pakistani organizations free of cost. Information on the availability of this material will be disseminated via direct email marketing, social media marketing, and press, as a public awareness campaign.
- Engage both Pakistani and U.S. trainers, consultants, and experts at all levels of the program, to design and implement trainings and workshops, and provide post-training support to enlisted organizations. Trainings and workshops should highlight U.S. best practices, policies and values related to reporting and stopping workplace harassment, particularly harassment against women.
- Recruit and work with 20-25 local (Pakistani) participating organizations to create their own formal policies, processes, manuals, and reporting structures to prevent and respond to workplace harassment.
- Train 2,000-2,500 employees of all levels among 20 – 25 organizations.
- Develop and implement individual organization trainings for staff on preventing and reporting workplace harassment against women and gender sensitization.
- Carry-out specialized training of senior management, HR departments, and harassment committees. One example of training specific to the harassment committee is evidence collection.
- Support participating organizations until the end of the grant period in effectively implementing the policies and processes for preventing, reporting and lawful resolution of cases of workplace harassment.
- Create training content, posters, and other supplementary materials that the participating organizations and others can use on workplace notice boards to reaffirm their commitment to employees about zero tolerance for workplace harassment against women.

Project Audience(s)
- A total of 2,500 employees of all levels at 20 – 25 small and medium organizations of various types representing diverse industries in Karachi.
- The audiences will be between the ages of 21 to 60 years, educated at grade 12th and above, and will represent a diverse set of professions, geographic locations, social and economic class, and religions.
- Diversity amongst the audience is highly desired, with an emphasis on targeting organizations that may not have the resources or inclination to enlist in similar programs without support.

- Civil society organizations
- Organizations with experience working with corporate organizations on workplace harassment programs will be given preference.
