The Park City Community Foundation is seeking applications from nonprofit entities for its Summit County COVID-19 Relief Grants to address the needs of individuals and families disproportionally impacted by COVID-19.
The current COVID-19 pandemic has negatively affected the lives of many people within Summit County, from economic job losses, food insecurity, loss of benefits, loss of housing, struggle to find dependent care for young children, among other hardships. A portion of Summit County’s Nonprofit Grant Program funds have been allocated to cover expenditures incurred by residents and employees of Summit County, as a result of the COVID-19 public health emergency.
Individuals disproportionately impacted by COVID-19 may include but are not limited to: immunocompromised individuals, those without health insurance, seniors, those at risk for eviction, workers with no access to sick days, people with limited English language proficiency, undocumented immigrants, hospitality and service sector workers, healthcare workers, gig economy workers, school children, and communities of colour, among others.
Purpose
Given the uncertainty of the pandemic’s trend and the possibility of a second, government-mandated quarantine – i.e. return to a shelter-in-place or continued reduction in tourism – this grant serves two purposes:
- To secure the basic human needs of those who reside and work in Summit County,
- To support resilience planning for uncertain economic times in 2021.
Funding Information
- As this is a first time and one-time grant program, the Foundation is unable to predict the average grant size.
- However, accepting requests up to $500,000 and will likely make grants between $25,000 – $250,000.

Eligibility Criteria
The Community Foundation shall consider grant applications from organizations meeting the following eligibility requirements:
- Conduct activities and programs consistent with the Community Foundation’s mission-related to health and human services and that provide relief to individuals and families experiencing economic hardship due to the COVID-19 pandemic
- Serve people living or working in Summit County, Utah (if the organization serves other jurisdictions as well, the organization must be able to demonstrate that the funding is targeted to people living or working in Summit County)
- Qualify as a 501(c)(3) nonprofit organization under the Internal Revenue Code (applicants without 501(c)(3) status, but which have applied to the IRS for such status, may apply. Receipt letter from the IRS of application is required at time of application to PCCF); applicants without 501(c)(3) status, but which are operating under an organization qualified as a 501(c)(3) organization, may apply separately if they have their own advisory board and have the written consent of the qualified organization. In that case, the application must contain a letter of agreement between the two organizations, which sets forth the responsibilities of each organization)
- Publicly funded schools in Summit County, entities offering childcare services, senior care or educational tutoring.
Selection Process
- Grant decisions are made by a grants committee comprised of 9 community members and supported by 3 Community Foundation staff members (Community Impact Director, Grants & Impact Manager, and Executive Director).
- The process is further informed by nonprofits, survey data, Summit County economic data, and focus groups of most impacted populations. Staff are informed by the City and County’s response teams to ensure that they are getting the best information.
- Furthermore, they are informed by organizations in Summit County that have deep roots in the community and strong experience working with the populations.
Selection Criteria
- The applicant meets eligibility requirements.
- Project / Program must address one or more Areas of Support.
- Project / Program must impact those who live or work in Summit County.
- Project / Program seeks to repair economic, health, childcare and educational access hardships felt by individuals and families, due to the COVID-19 pandemic.
- Project / Program narrative is clear and the budget is thoughtful.
- Application addresses scenario planning in the event of a return to shelter-in-place.
- The capacity of the applicant (or partnership) to successfully carry out the project/program.
