The European Commission through its representation in Bulgaria issued a call for proposals for the selection of partners to guide the centers EUROPE DIRECT during the period 2021-2025 to interacts with citizens actively and continuously to ensure greater commitment to the European project by organizing activities to inform. Also, it enables citizens to make informed choices about the future of the EU, full participation in the European democratic process.
Helping to better understand the way the EU operates and its parliamentary democracy, and that which matters fall within the competence of the EU, EUROPE DIRECT raises awareness of the benefits of the EU in their daily lives and at the same time stress the added value of the Union.
Further, EUROPE DIRECT assists in defining aspects of EU policies that are important locally and can structure the messages and activities in accordance with local needs. Through activities for public relations and informing citizens and engagement with them EUROPE DIRECT help to prepare the ground for strategic policy priorities of the Commission and Parliament.
It works closely with the Commission Representations and liaison offices of the European Parliament (hereinafter “BVEP”) in the Member States. The centers also seek to cooperate with other EU public relations networks and local contact points, including relevant local networks (where they exist), and encourage exchanges and coordination between them.

- Task 2: Relations with local media and disseminators
- Task 3: Local awareness of sensitive EU issues
- Task 4: The EU in schools
- Task 5: Promoting a regional network of networks
Funding Information
- The total budget earmarked for the co-financing of projects under this call for proposals for the first year of implementation (2021) is EUR 305,071.
- The amount of each annual grant for the years 2022 – 2025. will be in the amount of EUR 30,400
- The amount of each annual grant for 2021. will be EUR 20,267
Eligibility Criteria
- The following applicants may submit proposals:
- a public authority, such as a municipality or a local/regional authority of another level, or
- federation/association of local authorities, a non-profit organization,
- social partner, educational institution or training organization.
- Individuals are not allowed to participate
Country of Establishment
- Only applications from legal entities established in Bulgaria are allowed.
Requirements
- All EUROPE DIRECT must have:
- a recognizable space with a reception area for citizens, providing access including for people with disabilities (hereinafter referred to as “the seat of EUROPE DIRECT ’), with plate, placed on the front of the object at street level, and as close as possible next to this plate – information about the reception time and the possibilities for arranging a meeting as well as a telephone number to contact EUROPE DIRECT;
- special telephone line and e-mail;
- Internet presence.
- All EUROPE DIRECT must:
- support communication and engagement activities organized by the Commission Representation and BVEP, including community development together.eu;
- respond to individual requests for meetings with citizens;
- answer questions or direct citizens to the relevant one’s EU networks or the Europe Direct Liaison Center;
- interact with the public through social media;
- to distribute publications / information / videos / messages of EU;
- use a citizen feedback tool that: the Commission will provide to evaluate the activities of EUROPE DIRECT;
- to report quarterly in English on their activities EUROPE DIRECT Center via online a reporting tool to be provided by the Commission.
