The Climate and Clean Air Coalition (CCAC) is accepting proposals to support methane mitigation in Costa Rica by implementing actions to improve organic waste management in line with Costa Rica’s commitment under the Global Methane Pledge to contribute to a global methane mitigation target of 30% by 2030.
This project aims to implement CCAC-supported recommendations endorsed by the Ministry of Health and Ministry of Environment and Energy, developed under the project “Accelerating actions to improve organic waste management and reduce methane in Costa Rica” which strengthened the capacity of municipal authorities on organic waste management.
This project will aim to provide targeted support to the municipalities of Costa Rica, who have a legal responsibility to manage waste on a in its territory. Capacity building support will seek to provide municipalities with technical assistance to include specific and quantifiable targets for the management of organic waste and methane reductions and strengthen skills for the preparation of feasibility studies. Other key stakeholders are IFAM (Institute of Municipal Development and Advisory), and private sector stakeholders involved in organic waste technology for composting and biogas.

- Estimated project cost: US$ 160,000 – US$ 200,000.
Expected Results
- Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved. Applicants can determine the scope of outputs if not specified. The project is expected to deliver at a minimum:
- Municipalities of Costa Rica have strengthened capacity to implement organic waste management projects and reduce methane emissions by the end of the project or soon after, supported by the Ministry of Health and Ministry of Environment and Energy of Costa Rica.
- Indicator: Number of government entities with a demonstrated improved capacity for SLCP action.
- Output 1.1: Directives that guide local governments to meet organic waste management goals in alignment with the Global Methane Pledge and other national and international commitments.
- Output 1.2: Proposal of indicators to monitor actions carry out by Local Governments regarding separate waste collection and management of organic waste is presented to the National Comptroller (Contraloría General de la República) to be considered under the Municipal Performance Indicators System.
- Municipalities in Costa Rica endorse strategies to reduce emissions from organic waste with specific targets and implementation pathways (including financial plans) by the end of the project or soon after.
- Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures formally adopted, endorsed and/or implemented.
- Output 2.1: Strategies for at least 10 municipalities to reduce emissions from organic waste with specific goal and implementation as well as financial plans to achieve the goals.
- Organic waste management demonstration projects are implemented by the Ministry of Health and the Ministry of Environment and Energy by the end of the project or soon after in line with Costa Rica’s commitment under the Global Methane Pledge.
- Indicator: Number of SLCP mitigation tools, technologies, or practices adopted.
- Output 3.1: Feasibility studies for approximately 10 organic waste projects
- Output 3.2: Implementation plans for three organic waste projects
- Output 3.3: Event(s) to promote synergies among public-private institutions, get to know technologies and suppliers in to contribute to the implementation of waste management projects.
- The Ministry of Health and the Ministry of Environment and Energy have improved capacity to monitor, report, and mitigate methane emissions in line with national climate change commitments by the end of the project.
- Indicator: Number of monitoring, reporting, and verification (MRV) systems developed or updated that include SLCPs.
- Output 4.1: Estimations of the methane emissions mitigation potential for the projects implemented or to be implemented in the framework of this project.
- Output 4.2: Awareness activity on the contribution of organic waste projects to methane emissions mitigation and the contribution to the NDC.
- Municipalities of Costa Rica have strengthened capacity to implement organic waste management projects and reduce methane emissions by the end of the project or soon after, supported by the Ministry of Health and Ministry of Environment and Energy of Costa Rica.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Complete and submitted before the deadline
- Submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity. Governments are not eligible to apply directly for funding in this call.
- Requested funding is within the estimated budget amount, or includes a clear justification for additional expenses
- Project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected.
- Please note that entities will be required to provide the last three (3) audited financial statements to be considered for CCAC funding. These statements may be provided along with the application for funding or at the request of the CCAC Secretariat during the evaluation process.
- For-profit entities may only participate in the project as stakeholders, co-funders, or end users. Applicants are encouraged to include for-profit entities in the development of the project proposal and/or during project implementation if their ownership of the proposed solution is key to the project’s success.
