Rights Amplified: Inclusive Development & Social Inclusion for Children, Youth and Families most impacted by discrimination in Kosovo

Save the Children Kosova/o is implementing the project “Rights Amplified: Inclusive Development and Social Inclusion for children, youth and families most impacted by discrimination in Kosovo” (henceforth “the Project”) financed by the European Union Office in Kosovo.

Objective of the Call and Priority issues

• The objective of the Call is to: 1) Strengthening safe and available sheltering for girls, boys and women victims/survivors of GBV and domestic violence.
• Organizations eligible to be considered for a sub-grant under this sub-granting scheme include civil society organizations (CSOs) and non-governmental organizations (NGOs) fully engaged in and committed to the delivery of social services for survivors of GBV, domestic violence in Kosovo. Organizations must be either licensed or be in the process of getting their license for the provision of sheltering services which must be issued by the Department of Social and Family Policies.
• The Call contains the following Lot:
  • Lot 1. Services for survivors of violence against women, and/or children, GBV and/or domestic violence
    • Objectives
      • Ensure protection of survivors of GBV and/or domestic violence.
      • Ensure adequate prevention and case management for survivors of GBV and/or domestic violence.
      • Establish effective case management mechanisms for cases of GBV and/or domestic violence
      • Support empowerment and independent living for survivors of GBV and/or domestic violence through life skills development and vocational training.
    • Suggested interventions – (List not exhaustive)
      • Provision of awareness on the right to information, access to free legal aid and protection, psychological support for survivors of violence against women, and/or children, GBV and/or domestic violence.
      • Provision of social and/or health services for survivors within shelters (including basic and medical assistance – i.e. food, clothes, showers, medicine, etc), and/or psychological support.
      • Provision of life skills development, empowerment and independent living programmes for survivors of violence against women, and/or children, GBV and/or domestic violence.
      • Capacity building and employment of survivors within shelters in social enterprises/start-ups.

Funding Information

• Lot 1: Minimum 30,000.00 and maximum 35,000.00 Euros
• The total number of sub-grants to be funded through this scheme is one (1).

Duration

• The planned duration of sub grants may not be lower than 12 months nor exceed 16 months.

Types of Actions 

• Applicant organisations should be active in the following areas, but should not be limited only to it, in their proposed actions for this sub-granting scheme:
  • Provision of specialized social services for girls, boys, and women survivors of GBV and/or domestic violence;
  • Provision of safe and accessible shelter and anti-GBV support services for survivors of GBV and/or domestic violence;
  • Provision of psycho-social and mental health services for girls, boys, and women survivors of GBV and/or domestic violence;
  • Provision of access and referral to public and non-public social protection services for girls, boys, and women survivors of GBV and/or domestic violence;
  • Capacity building for survivors of GBV and/or domestic violence through life skills development, empowerment and independent living programmes.

Location 

• All activities must take place in Kosovo.

Eligibility Criteria

• In order to be eligible for a sub grant, the applicant must be a Civil Society Organization (CSO) or Non-Governmental Organisation (NGOs), licensed or in the process of renewing their license and established and acting in the territory of Kosovo
  • Proposed strategies of intervention should focus on delivering results and should have a sustainable impact on improving the safety, well-being and independence of target beneficiaries, ithrough the following:
    • Ensure that survivors of GBV and/or domestic violence have improved access to quality social services, including safe sheltering
    • Improve the safety and well-being of survivors of GBV and/or domestic violence through prevention and case management, by simultaneously utilizing adequate case follow-up mechanisms
    • Support survivors of GBV and/or domestic violence in meeting their daily needs, including access to day-care services and shelter
    • Protect girls, boys, and women in need through adequate prevention, intervention, and referral to public and non-public services
    • Protect survivors of GBV and/or domestic violence, through prevention, intervention, and referral services, by simultaneously utilizing adequate case follow-up mechanisms

Ineligible

• The following types of actions are non-eligible:
  • Actions not concerned with the direct and effective delivery of social services for target beneficiaries as outlined above;
  • Actions concerned only or solely with advocacy and awareness raising even if such awareness raising is concerned with social services;
  • Actions that do not demonstrate a direct cost-to-benefit-ratio related to the delivery of social services;
  • Actions concerned only or largely with capacity building either of project staff or stakeholders;
  • One-off conferences: conferences can only be funded if 1) they are duly justified and they fall under objectives of the Call; and 2) they form part of a wider range of activities to be implemented in the lifetime of a project. For these purposes, preparatory activities for a conference and the publication of the proceedings of a conference do not in themselves constitute such “wider activities”;
