UNDP is inviting proposals from Civil Society Organizations (CSOs) including NGOs and/or CBOs for Small Grants to strengthen the capacity of media organizations on transitional justice processes in the following regions: Greater Equatoria, Greater Bahr el Ghazel & Greater Upper Nile.
Objectives
The objective of the grant is to strengthen the capacity of media organizations on transitional justice processes:
- Strengthen the capacity of media (radio, TV, social media, print,) to report objectively on the 3 transitional justice mechanisms especially the Commission of Truth, Reconciliation, and Healing.
- Build the capacity of journalists and media houses in each region to design civic education material and develop digestible information on transitional justice using jungles, advertisements etc in English, Juba Arabic and selected local languages.
- Train and support radio stations (20 community radios as well as UNMISS Radio Miraya) to conduct outreach and distribute information at national and local level to reach 3,500,000 people, including programming in local languages and programming targeting women, girls, PWDs, IDPs and other marginalized group.
- Support the organization of at least 15 talk shows, 6 round tables, 6 gender-sensitive discussions, etc. in each region creating opportunities for media to engage vulnerable groups.
- Provide journalists in each region with advanced newsgathering and reporting skills on transitional justice in their specific area (TV, radio, Print).
- Increase the capacity of journalists in each region to contribute meaningfully to CTRH process and other TJ mechanisms.
- Equip at least journalist and media houses in each region with the necessary skills to deliver live and recorded radio and TV interviews on transitional justice and peacebuilding.
Expected Output
The organizations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges during the period of implementation.
Expected results will include the following:
- 100 journalists per location are trained and couched to impart accurate and useful information and address concerns around misinformation, hate speech and other such practices that can be experienced during a transitional justice process.
- 10 community radios per location as well as UNMISS Radio Miraya are supported to disseminate peace messages to reach 3,500,000 people, including programming in local languages and programming targeting women, girls, IDPs and other marginalized group.
- 10 talk shows and 5 round tables gender-sensitive discussions are held per location between the media and vulnerable groups.
Funding Information
- Must not exceed US$ 25,000.00 per location;
- Funds must be allocated to show direct spending on gender equality (50% per activity);
- The administrative and overhead costs must not exceed 10% of the total amount;
- Following the selection of grant recipients, the UNDP may require that the budget be revised into UNDP format.

Expected Outputs/Deliverables
The organizations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of vulnerable groups during the period of implementation. Expected results will include the following:
- JCCs are established and operationalized in a manner accessible for vulnerable groups. This includes the ability to provide legal services to at least 300 women, girls, SGBV survivors, elderly, IDPs and returnees, psychosocial support and counselling to 100 people, and referral services to 50 others in each location.
- JCCs provide legal awareness on law, legal rights and redress mechanisms to at least 250,000 people in each location. This may be conducted through, mixed mediums for transmitting information including trainings, public meetings, drama, community outreach awareness sessions, radio and other media engagement.
- JCCs will have an impact by registering a 5% increase rate in registration of cases for legal services each month following awareness creation programmes and aid ensuring that at least 55 percent of the people reached with legal aid services are women and girls.
- Undertake regular visitation to police and prison facilities and detention centers to support at least 100 prisoners and detainees in the police stations on pretrial detention and identify their respective legal needs with a view to ensure early release on bail or bond for 70% of them, support them with legal representation and monitor legal procedures for fairness where relevant.
- Submit reports monthly, or more frequently if needed, with accurately documented information on implemented activities and specifically on the results achieved.
Eligibility Criteria
- General Organizational Capacity
- Organization legally established and a member of an NGO forum with gender parity policy. – attach copy of registration.
- Organization is a member of any other relevant body or institution in South Sudan or else where.
- Organization registered / accredited in South Sudan attach copy of registration.
- Appropriateness of Organizations Mandate and/or Mission;
- Organization’s oversight / governance structures;
- Appropriateness of Organizational structure in South Sudan, including:
- Competency of the organization’s staff and previous experience in related fields.
- Current staff base to support the programme (programming, monitoring, reporting, finance, procurement, logistics, etc.) Signed CVs to be attached.
- Experience of working with national NGOs in South Sudan and in other countries.
- Experience of Organization in South Sudan
- Demonstrate technical capacity to successfully manage small grants; plan, organize, establish and operationalize transitional justice and peacebuilding initiatives at the State and county levels.
- Demonstrated skills of working with journalists and media houses on different thematic areas.
- Demonstrate experience working with SGBV survivor’s and grass-root communities, advancing gender equality and youth inclusion issues in post-conflict settings.
- Demonstrated ability to mobilize and engage with community leaders, human rights defenders and peace/human rights champions in communities.
