The Spotlight Initiative in Timor-Leste in partnership with UNICEF Timor-Leste is inviting proposals from civil society organizations to develop and implement a programme for adolescent girls survivors of violence or at heightened risk, as part of the Spotlight Initiative on Ending Violence Against Women and Girls.

The design of the programme will integrate the principles and best practices of trauma-informed approaches and will be aligned with the national legal and policy frameworks, namely the “Law Against Domestic Violence” and the “Child and Family Welfare System Policy”, which takes a holistic multi-sectoral approach and focuses on the centrality of the family and the community for the child’s well- being. This programme aims at strengthening the child protection system in the country and will complement the existing social, health, legal and security services.

Objectives

The programme aims to fulfil two functions:

  • Empowerment
  • Psychosocial support and Therapeutic care

Funding Information

  • 260,480 USD (for 2020 and 2021). Additional funds may be available for 2022.

Target Groups

The programme will target adolescent girls up to 19 years old who are survivors of violence or at increased risk of experiencing violence due to family dynamics or other vulnerabilities. Particular attention will be placed in reaching:

  • girls with disabilities
  • teenage mothers
  • married girls
  • girls in institutional care (orphanages, shelters, etc.)
  • girls that have been reintegrated in their communities after a period in institutional care
  • out-of-school girls
  • LGBT+
  • migrant girls
  • girls living in extreme poverty
  • girls who consume drugs or alcohol, or who live in families with drugs or alcohol abuse
  • girls that witness domestic violence at home
  • adolescent girls facing other vulnerabilities.
