The U.S. Embassy Tokyo’s Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to conduct a nationwide survey of Japanese universities to:

Objective: The Embassy announces an open competition for organizations to submit applications to conduct a nationwide survey of Japanese universities to analyze the landscape of Japanese students seeking PhDs, to include number and demographics, specifically in the hard sciences; determine Japanese universities’ research and development opportunities; and identify threats and solutions to Japanese campuses and research from intellectual property theft, as well as to academic freedom. In addition to reporting on key findings from existing official data, the study will explore the motivations, intentions and concerns of people actively considering commencing and/or currently pursuing a PhD qualification in hard science that may be absent from such datasets.

The Embassy welcomes proposals that address these complex issues. The proposal should detail the specific social issue(s) being addressed, explain the approaches that are being implemented to solve these issues, and highlight its impact, effectiveness, and future sustainability.
