The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for funding under the fiscal year (FY) 2019 Opioid Affected Youth Initiative. This Initiative supports states, local communities, and tribal jurisdictions in their efforts to develop and implement effective programs for children, youth, and at-risk juveniles and their families who have been impacted by the opioid crisis and drug addiction.
This program will support states, units of local government, and/or tribal governments in implementing data-driven strategies and programs through strategic partnerships that will
- develop a multidisciplinary task force with working groups to identify specific areas of concern;
- collect and interpret data that will assist the task force in developing strategies and programming that will be used to better coordinate response efforts and resources; and
- implement services that will address public safety concerns, intervention, prevention, and diversion services for children, youth, and families directly impacted by opioid abuse.
Sites will work in partnership with representatives from law enforcement, education, probation and community supervision, juvenile court, mental health service providers, medical physicians/examiners, prosecutors, community-based organizations that address substance abuse, child welfare agencies, child protective services, first responders, and other community health agencies.

Eligibility Criteria
- Eligible applicants are limited to states (including territories), units of local government, and federally recognized tribal governments as determined by the Secretary of the Interior.
- All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.
- OJJDP will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program.
