The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that ensure Montenegro has an effective, independent civil society.

DRL’s objective is to strengthen the capacity of Montenegro’s civil society sector, both in the capital and in the municipalities.  This program will build the capacity of civil society organizations to drive progress on reforms necessary for Euro-Atlantic integration through their work with citizens, journalists, and government officials.

Proposals should focus on creating mutually reinforcing relationships between civil society organizations and Montenegro’s media sector to build coordination on shared advocacy priorities and projects promoting rule of law, democracy, and human rights reforms within the Euro-Atlantic integration framework.  The goal should be to create a positive feedback loop that amplifies and reinforces joint civil society and journalist initiatives to build public support for relevant reforms and advocate for government action.  In line with the country’s Euro-Atlantic integration goals, proposals could focus on strengthening the ability of civil society to undertake grassroots campaigns, develop popular support for civil society efforts, and increase civil society organizations’ financial sustainability.  Competitive proposals will clearly articulate and provide a strong justification for the proposed areas of reform.

Funding Information

Applicants should not request less than $350,000 and no more than $500,000.  Applicants should include an anticipated start date between April 2018 – June 2018 and the period of performance should be between 18-24 months.
