The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other qualified organizations for a Grant to implement a program entitled “Strengthening National, State, and Local Level Anti-Corruption Efforts in Nigeria.”
Nigeria has sought to tackle corruption through traditional legal, law enforcement, and governance focused interventions. The United States seeks to support the Government of Nigeria (GON) to institutionalize a culture of accountability at the federal, state, and local levels of government through support for prevention and enforcement activities.
The purpose of this program is to develop strategic national, state, and local level anti-corruption programming to complement traditional anti-corruption efforts led by the GON and donors. The project will work at the national, state, and local level, in each geopolitical zone, and in coordination with relevant civil society stakeholders thereby creating networks of change and collective action throughout Nigeria. Particular attention should be paid to anti-corruption efforts related to security and justice sectors.
Project Goal
To advance anti-corruption efforts in Nigeria by establishing a network of reform-minded actors in each geo-political zone that actively leverages and engages with the justice sector, state and local authorities, civil society organizations, media, and citizens to pilot and drive reform efforts.
Project Objectives
- To strengthen the national structures for combating corruption.
- To increase citizen access to government information as a tool to fight corruption in security and justice institutions.
- To leverage citizen participation and technology to advance state and local level anti-corruption efforts in each geopolitical zone.
- Pilot context-specific behavioral-based approaches in one state to anticorruption in local communities to shift deeply-held attitudes and practices of corruption.
Funding Information
- The anticipated total federal funding amount is not to exceed $2,000,000.
- The period of performance is 3 year(s) with an anticipated start date of December 2017.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in Nigeria and meet INL’s reporting requirements.
- Organizations must also be able to demonstrate current (or pending) country registration in Nigeria, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Nigeria. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
