The U.S. Embassy Kuala Lumpur through the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to address important gaps in protection and assistance for refugees and stateless persons.
Program Objectives
- The Julia Taft Refugee Fund supports one-time, low-cost interventions that address important gaps in protection and assistance for refugees and stateless persons.
- The Fund issues grants of up to $25,000 to national or local non-governmental organizations (NGOs) for quick impact projects to meet critical needs not addressed under larger multilateral humanitarian programs.
- The Fund is intended for projects that include a target beneficiary base of at least 50 percent refugees or returned refugees.
- They are also interested in supporting projects to prevent and resolve statelessness, including countries where nationality laws prohibit women from conferring citizenship on their children on an equal basis with men.
- The Fund seeks to support local organizations to support equal access to protection, assistance, and other solutions for LGBTQI+ refugees and stateless persons.
Funding Information
- Length of performance period: Up to 12 months
- Number of awards anticipated: Up to two awards (dependent on amounts)
- Award amounts: Awards may range from a minimum of $5,000 to a maximum of $25,000
- Total available funding: Up to $25,000

- Anticipated program start date: May 2022
- Funding Instrument Type: Grant, fixed amount award, or cooperative agreement. Cooperative agreements are different from grants in that bureau/embassy staff are more actively involved in the grant implementation.
- Program Performance Period: Proposed programs should be completed in a year or less.
Participants and Audiences
- The Fund is intended for NGOs seeking to protect and assist refugees or stateless persons.
- The proposed programs should target a beneficiary base of at least 50 percent refugees or returned refugees.
Eligibility Criteria
- Applicants must be a registered organization (e.g. NGO, community-based organization, faith-based organization).
- Consideration for support is given to projects that benefit both populations of concern and their host communities, with a target beneficiary base of at least 50 percent refugees or returnees.
- Local NGOs will be given priority. International NGOs may apply but must have a close partnership with a local NGO as the preference is to support reliable local NGOs to encourage capacity building for smaller, local partners.
