The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is currently inviting all eligible organizations to submit a proposal for sending Afghan journalists for professional training courses at the Centre for Excellence in Journalism in Karachi, Pakistan.
This Notice of Funding Opportunity solicits organizations to submit proposals for sending at least 70 (10 per trip) Afghan journalists to at least 7 media trainings at the Centre for Excellence in Journalism (CEJ) in Karachi, Pakistan from August 2017 through July 2018. At least thirty percent of participants must be female and an interpreter/coordinator must accompany on each trip.
Goal
As a result of participating in training courses at the CEJ, Afghan journalists will sharpen their skills and become more proficient in contributing to Afghanistan’s public discourse, thereby expanding Afghanistan’s overall media outreach and advancing Afghan communication capacity.
Objectives
The selected applicant will perform the following:
- Select at least 70 Afghan journalists, at least 30 percent of which must be female, currently employed at a cross section of Afghanistan’s Dari and Pashto language television, print, and radio outlets, and seek PAS’s preliminary approval of the participants. At least one interpreter/coordinator must also accompany each trip.
- Coordinate directly with the CEJ to identify at least seven courses to which the selected organization will send 10 Afghan journalists to each training and seek PAS’s approval of the chosen trainings.
- Organize and execute all administrative/logistical/programmatic arrangements and accommodations, such as participants’ international travel, local transportation, per diem (lodging, meals, and incidental expenses), etc., and all payments for services, including to the CEJ.
- Provide technical assistance to the participants for the purpose of making logistical preparations necessary to obtain any required travel documents (e.g. visas).
- Ensure that through CEJ’s hands-on, skills-based courses geared towards meeting the needs of Afghan journalists in broadcast, print, and digital media, participants broaden their professional networks and sharpen their capabilities in targeted areas, such as: coverage of political/economic/social issues, rapid reporting of crises, methods for fact checking sources, data journalism, photojournalism/videography, TV reporting and writing, web editing, news production, newsroom management, etc.
Funding Information
- The award floor for the base period is set at $130,000.
- The award ceiling for the base period is set at $150,000.
- PAS intends to issue an award for a period of 12 months (base period) with options for two additional 12 month periods (option years one and two).
Eligibility Criteria
- Eligibility is open to all types of applicants except for 1) individuals and 2) Afghan government entities.
- Organizations may subaward/contract with other entities, but only one entity can be the prime recipient of the award.
- When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
