The Public Affairs Section (PAS) of the U.S. Consulate General in Recife (Consulate Recife), Brazil is pleased to announce an open competition for organizations and individuals in its eight-state consular district (Alagoas, Ceará, Maranhão, Paraíba, Piauí, Rio Grande do Norte, Pernambuco, and Sergipe) to submit applications to carry out a program (or project) with funding through its Public Diplomacy Small Grants Program.
PAS Consulate Recife invites proposals for projects that strengthen ties between the U.S. and Brazil through cultural and exchange programming that highlights shared values and promotes bilateral cooperation.
All programs must include an American element or connection with American experts, organizations, or institutions in a specific field that will promote increased bilateral engagement and understanding of U.S. culture, educational opportunities, policy, or perspectives.
All programs must seek a positive impact on Brazilian audiences and the bilateral relationship between the U.S. and Brazil.
Priority Areas
The Consulate seeks project proposals in the following Priority Program Areas:
- CITIZEN SECURITY Programs that address issues of combating and dismantling transnational criminal networks, law enforcement and civil society cooperation to fight crime and corruption, and exchanges that promote security cooperation and U.S. citizen security.
- ECONOMIC GROWTH Programs related to bilateral trade, investment, economic integration, entrepreneurship, innovation, intellectual property rights, and women’s and girls’ empowerment, including underrepresented demographics, such as women and girls, Afro-Brazilians, and indigenous populations.
- ENGLISH LANGUAGE LEARNING AND GLOBAL EDUCATION Programs that promote training for teachers of English or enhance English learning among specific audiences or build linkages between American and Brazilian higher education and research institutions, academics, and students.
- DEMOCRATIC VALUES Programs that strengthen civil society and promote human rights, diversity, inclusion, rule of law, freedom of the press, and other democratic values.
- INNOVATION AND ENTREPRENEURSHIP Programs that aim to build capacity in both areas, and focus on inclusion of underrepresented demographics, such as women, and Afro-Brazilians.
- U.S. – BRAZIL SHARED HISTORY AND CULTURE Programs that explore or explain to Brazilian audiences U.S. history and culture, increase understanding of Brazil and the U.S shared history and culture, and build institutional linkages fomenting shared history and culture.
Activities
Activities eligible for funding include, but are not limited to:
- English language programs;
- Youth community service projects that promote democratic processes, civil engagement, media literacy, or encourage volunteerism;
- Programs that teach entrepreneurship and promote social and economic inclusion for underserved communities;
- Programs that strengthen the bilateral educational and research relationship between the United States and Brazil; and
- Projects that strengthen capacity of local organizations
Activities not eligible for funding include, but are not limited to:
- Social welfare projects;
- Paying to complete activities begun with other funds;
- Projects that are inherently political in nature or that contain the appearance of partisanship or support to individual or single party electoral campaigns;
- International travel, unless specifically justified within the project;
- Citizen exchange programs with foreign countries;
- Political party activities;
- Projects that support specific religious activities;
- Publication of materials for distribution within the U.S.;
- Administration of a project that will make a profit;
- Salaries and other fixed costs;
- Expenses incurred before or after the specified dates of award period of performance (unless prior written approval received); and,
- Land or construction.

- Estimated Total Award Funding per Cycle: US$ 60,000.00
- Floor of Single Award Amounts: US$ 2,000.00
- Ceiling of Single Award Amounts: US$ 10,000.00
Eligibility Criteria
- The Public Affairs Section of the U.S Mission in Brazil encourages applications from committed and organized civil-society organizations, local representatives of civil society, think tanks, non-governmental organizations, academic institutions, and individuals. Cooperation and support of federal or local government authorities is welcome. For-profit and commercial firms are not eligible to apply.
- The Public Affairs Section of the U.S Mission in Brazil encourages applicants to provide cost-sharing from additional sources in support of the project. The Public Affairs Section also encourages projects that use highly skilled volunteers as an element of cost-sharing. Applications should explain clearly other likely sources of costsharing, whether cash or in-kind, any planned cooperation with local governmental authorities, and how the volunteers will be used.
