The Public Affairs Section of the U.S. Consulate General in Mumbai (PAS Mumbai) is seeking proposals for a project entitled “LGBT Pride Month Film Festival 2019.”
The three-day program in Mumbai would center around the screenings to the general public of seven to ten American films that outline the legal and social aspects of the struggle for gay rights in the United States or that illustrate how the perceptions of gay people by Hollywood and the general public have changed over time, in particular how gay characters are portrayed in film.
Program Goals
- Increase the capacity of India to address its challenges and prepare it for the future by promoting social harmony and an appreciation of diversity.
- Strengthen people-to-people ties between the United States and India through exchange of information, experiences, and expertise.
Proposals must detail
The grantee is responsible for all aspects of the program. Submitted proposals should include programmatic and financial details on the following:
- Program activities: The grantee will work in close consultation with the consulate to identify and choose films and panelists for the festival with final approval of the consulate. Grantee will identify a suitable venue that includes a theatre with seating for a minimum of 100 people. The grantee will be responsible for managing all logistical elements of the program including, but not limited to, purchasing of films in suitable format (e.g., DVD or Blu-ray) and securing screening rights, securing panelists, venue rentals and A/V setup, creating promotional materials, refreshments, photography/videography etc. The grantee will coordinate with the consulate for the recruitment of area alumni of U.S. government exchange programs to serve as experts where appropriate.
- Traditional and/or social media plan for amplification and advertisement of the program activities and outcomes: The grantee will develop and implement a robust traditional and/or social media plan for amplification of program activities and outcomes. PAS Mumbai will provide final approval on the media plan. When appropriate, PAS Mumbai will amplify activities through PAS-sponsored social media platforms. The grantees should report on the reach of their social media and the extent of traditional media reporting that occurs because of this program in their monthly reports.
- Monitoring and evaluation plan: The grantee will be responsible for submitting a detailed monitoring and evaluation plan for all components of the program. The grantee will brief PAS Mumbai periodically on the qualitative and quantitative progress of the project implementation. To evaluate film festival impact on audiences, strong proposals will included plans for surveying audiences to include information such as impressions of LBGT people, whether they have ever seen an LGBT-themed film, and what impact the festival has had on their impressions of LGBT people.

Eligibility Criteria
- Eligibility is open to all non-profit, non-governmental organizations. Individuals are not eligible for an award under this Notice of Funding Opportunity (NOFO). Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
- Cost sharing or matching is not required for this funding opportunity.
- Pre-award costs are not an allowable expense for this funding opportunity.
- This award does not allow for construction activities or costs.
- U.S. Consulate General, Mumbai grants/cooperative agreements cannot be used to fund religious or partisan political activity; fundraising campaigns; commercial projects; scientific research; projects whose primary aim is the institutional development of the organization, or illegal activities.
