The Public Affairs Section of the U.S. Consulate General Chennai (PAS Chennai) is accepting proposals for a project entitled “Volunteer for India: Creating a Young Citizens’ Volunteer Action Corps”.
The goal of this funding opportunity is to demonstrate and model the American ethos of volunteerism among Indian youth. Improving youth’s understanding of the concept of volunteerism, expanding their definition of “public service, “and improving public opinion about the United States.
This project is expected to advance this goal by:
- Initiate the development of a sustainable youth volunteer corps that operates across India wherein youth community leaders support and build confidence in each other through sharing information, ideas, and contacts, with success evidenced by:
- creation of a Volunteer for India handbook that is utilized by participants and youth community leaders more broadly
- formal establishment of the Volunteer for India network, head-quartered in Chennai with branches across India
- demonstrated and effective practice of peer support by participants and subsequent volunteers (via pre- and post-workshop interviews and survey)
- demonstrated mentorship of Volunteer for India youth leaders by U.S. government program alumni and other civic-minded individuals
- Increase participants’ understanding and effectiveness in initiating, organizing, resourcing, and leading community volunteerism initiatives, with success evidenced by:
- demonstrated utilization of knowledge gained through the project (including via pre- and post-workshop interviews and surveys)
- training by youth leaders of other youth volunteers within their communities
- Nascent public recognition and tangible support for the Volunteer for India concept and investment in the capacity of young Indian leaders to effectively participate in their democracy and support their communities, with success evidenced by:
- greater awareness of successful Indian youth volunteerism initiatives within the general public via traditional and digital media in English and regional languages
- additional project support by civic-minded corporations and other resourceful institutions and individuals
Proposals must detail: The grantee is responsible for all aspects of the program including the three-day workshop and virtual oversight of 30 follow-on peer training projects of $500 each. The grantee must demonstrate the capacity for developing an innovative and creative plan to administer this project. Activities should be replicable, scalable, sustainable, and provide practical knowledge and skills that the participants can apply to volunteer activities in their respective communities.

Eligibility Criteria
- Eligibility is open to all non-profit, non-governmental organizations. Individuals are not eligible for an award under this Notice of Funding Opportunity (NOFO). Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
- Organizations should have significant experience working with international audiences, particularly youth. Additionally, they should have a history of successful program implementation. and a proven capacity for designing effective workshops in fields such as capacity-building and fostering leadership skills, volunteerism, youth employability,.
- Cost sharing is not required for this funding opportunity.
- Pre-award costs are not an allowable expense for this funding opportunity.
- This award does not allow for construction activities or costs.
- U.S. Consulate General, Chennai grants/cooperative agreements cannot be used to fund religious or partisan political activity; fundraising campaigns; commercial projects; scientific research; projects whose primary aim is the institutional development of the organization, or illegal activities.
