The United Nations Human Settlements (UN-Habitat) Iraq Programme hereby solicits proposals by NGOs for “Pilot Manufacturing and Operating Mobile Handwashing Trailers in the Cities of Baghdad, Mosul, Ramadi, Heet and Yathrib”.
This proposal aims to pilot the manufacturing and deployment of seven (7) mobile hand-washing stations in cities where UN-Habitat has a well-established field presence and already works in close partnership with the local authorities. These are: Baghdad, Mosul, Ramadi, Heet and the rural town of Yathrib. The deployment of the hand-washing stations, combined with the delivery of basic hygiene awareness, will reduce the risks of contagion in crowded public spaces – such as market places and transportation hubs – and underserviced settlements. The locations will be identified in close coordination with the respective municipalities.
Purpose of CFP: Support the reduction of COVID-19 transmission risks through hand washing and awareness-raising, particularly in congested public areas, such as markets places, and overcrowded and underserviced urban areas with poor access to clean water.
Activities and Outputs
The Implementing Partner (NGO) will be undertaking the following key activities (but not limited to):
- Output 1: Mobile and easy-to-operate handwashing station manufactured and deployed in WASH “hot-spots” in 5 target cities.
- Activities:
- Identify and hire local skilled and well-reputed manufacturers in the target city able to produce the mobile trailers, as per design.
- Identify a local or international detergent company interested to become a project partner and partially sponsor the initiative, by providing the liquid soap necessary for 10-week operations, in exchange for a high local and international visibility offered by the initiative (reflected in BOQ #2).
- Develop high quality graphics for customised adhesive decals (stickers) that will be applied on the outside and inside of the trailer to promote health messaging and partner brand. All signage and branding are to be pre-approved by UN-Habitat.
- Test and deploy the trailers in locations identified in close coordination with respective municipalities and UN-Habitat teams (5 days per week).
- Output 2: Health & hygiene advice provided to citizens in the WASH “hot-spots” in addition to the display of public messaging
- Activities:
- Identify, hire, and train community health workers in each target city to drive/operate the mobile handwashing station on a daily basis (5-6 days a week) and deliver while on site COVID-19 awareness raising messaging to community members. The community workers will wear a branded T-shirt and cap with logos of UN-Habitat, Implementing Partner and detergent company.
- Monitor daily usage, receive feedback from citizens and change locations where needed.
- Send brief reports/photos recording public usage on a daily basis (including GPS location mapping).
- Output 3: Communications material developed for social media
- Activities:
- Provide photos and short video clips (from smartphone) on a daily basis to show usage of the handwashing station and activity, for social media purposes.

- Financial Capacity
- Audited organization financial statements (balance sheet and income statement) and auditors report for the last two (2) years
- Exclusive bank account
- Please note that prospective applicant organizations will not be required to open or maintain a separate bank account for the funds provided by UN-Habitat for this project. Only bank account with the name of the applicant organization is required.
- Integrity and Governance
- The organization should complete and submit a signed Partner Declaration Form
- Provide the profiles of the Chairperson of the Board of Directors, Head of the Organization and Chief of Finance
