The United Nations Development Programme (UNDP) in Serbia is currently implementing a GCF-funded project “Advancing medium and long-term adaptation planning in the Republic of Serbia”, in cooperation with the Ministry of Agriculture, Forestry and Water Management.
The main objective of this assignment is to support CCA mainstreaming efforts with a communication and outreach strategy (COS) to sensitize policy makers and all stakeholders, including the general public and the private sector, on the importance of CCA, the most appropriate CCA measures and related costs and benefits.
Project activities will address the main barriers to the integration of CCA into national, sectorial and local government planning and budgeting and support the formulation of financing strategies and mechanisms for the scaling up of medium- and long-term adaptation. The project builds on the United Nations Development Programme (UNDP) supported 2017 stocktaking report and a plan of action to advance the national adaptation plan (NAP) process, validated by representatives of key sectors and the Ministry of Environmental Protection.
With the aim to develop and implement communication and outreach strategy (COS), which will further communicate successful stories and achieved project results related to Climate Change Adaptation (CCA) planning and mainstreaming, the project will support engagement of a legal entity (professional services firm/organization/consortia) to design, develop and implement COS and related media campaign.
Eligibility Criteria
- Corporate Qualifications
- Proven experience in development and implementation of a Communication and Outreach Strategy (COS).
- Proven experience in preparation and execution of branding, graphic design and visual identity creation and enhancement activities (please provide list of relevant references for the last 5 years that shall contain at least 1 relevant assignment of the similar complexity and value).
- Experience in working on environmental and climate change issues will be considered as an asset;
- Be registered as the legal entity in the requested line of business for at least 3 years prior the date of publishing this tender. Prospective bidders shall provide copy of the Certificate of Registration (in case of consortia, the lead partner must meet the requirement);
- Minimum annual turnover of 150,000 USD for 2017 and 2018 (per each year). In case of consortia all partners must jointly meet the requirement
Personal Qualifications
- The Expert No.1, Team Leader shall meet at least the following requirements:
- Education:
- Advanced University degree in Management, Journalism, Business Development, Marketing, Public Relations, Communications, IT or similar;
- General Professional Experience:
- At least 7 years of professional experience in marketing, public relations, corporate communications or similar
- Specific professional experience:
- At least 5 years of professional experience in the field of branding and visual identity creation;
- At least 5 years of professional experience in development and implementation of communication and outreach strategies and campaigns;
- Experience of leading teams of experts;
- Proven experience and ability to synthesize relevant collected data and findings for the preparation of quality analysis;
- Excellent communication and presentation skills are a must;
- Languages:
- Fluency in English language.
- Education:
- The Expert No.2, Climate Change Adaptation Expert, shall meet at least the following requirements:
- Education:
- Advanced University degree in natural sciences, environmental management or similar
- General Professional Experience:
- At least 5 years of professional experience in climate change or environmental protection related issues;
- Knowledge of the UNFCCC and the EU climate legal and institutional framework;
- Knowledge of policies and sectorial plans and programs in the Republic of Serbia;
- Experience in Policy/Regulatory and Institutional assessments and capacity building;
- Previous experience of working with International organizations is a great advantage;
- Experience in working with wide range of stakeholders (private, governmental, etc.).
- Specific professional experience:
- At least 3 years of professional experience in climate change adaptation;
- Knowledge of climate change related data;
- Proven experience and ability to synthesize relevant collected data and findings for the preparation of reports;
- Excellent communication and presentation skills are a must;
- Languages:
- Fluency in English language.
- Education:
- The Expert No. 3, Graphic and Visual Design Expert shall meet at least the following requirements:
- Education:
- University degree in Marketing, Design, Management, Communications, IT or similar.
- General Professional Experience:
- At least 5 years of professional experience in marketing, design or similar;
- Specific professional experience:
- At least 3 years of professional experience in graphic design and visual identity creation
- Excellent communication and presentation skills are a must;
- Languages:
- Fluency in English language.
- Education:
- The Expert No. 4, Communication Specialist and Trainer shall meet at least the following requirements:
- Education:
- University degree in communications, journalism, public relations, international relations or a related field is required
- General Professional Experience:
- Minimum 5 years of relevant work experience in communications, public relations, media or journalism is required
- Experience with international organisations is highly desirable
- Languages:
- Fluency in English language.
