The United Nations Development Programme (UNDP) is seeking partner non-government organizations (NGOs) in the framework of “Strengthening the Social Protection Response after the Earthquake in Albania” Project to plan and implement innovative small projects supporting mechanisms of volunteerism and self-help, community platforms that encourage communication and sharing information among members of communities, from within and with respect to public and local government institutions decisions.
This will also nurture processes of generating data and inputs concerning post-Earthquake recovery and resilience while increasing the level of transparency of necessary measures planned from Municipalities of Durrës, Krujë and Shijak.
The call for proposals aims to support the recovery and sustainability of Earthquake-affected Vulnerable Families by promoting community engagement and self-help mechanisms in order to increase transparency in response to civil emergencies.

Thematic Aspects
To help better articulate the expected objectives of this scheme, organizations should consider, collectively and complementarily, the following thematic aspects of the proposals:
- Contribute to the establishment of communication mechanisms between local government bodies in the respective Municipalities and communities affected by the earthquake to coordinate and discuss in a more transparent way the current processes / initiatives of recovery from the consequences of the earthquake and identify other additional in the future close.
- Focus on the processes of participatory involvement and engagement of vulnerable groups, such as ethnic groups, women, children and people with disabilities, in identifying their needs by providing opportunities for public discussion at the community level;
- Articulate the immediate needs of the most vulnerable groups, engaging the communities themselves through Community Platforms, in identifying missing services and improving existing ones;
- Promote the engagement of women and girls, as active groups in dealing with civil emergencies and earthquake recovery;
- Ojnë Establish and support mechanisms for volunteering and community activism, with a focus on young people affected by the aftermath of the earthquake and pandemic, to increase their transparency and voices in articulating and addressing needs.
Funding Information
- The project must submit a budget proposal: maximum 2,000,000 lekë.
- The duration of the Project should be a maximum of 6 months.
Eligibility Criteria
- The applicant must be:
- A non-profit organization set up in Albania.
- An applicant exercising his activity in the municipality of Kruja, Durrës and Shijak.
- The applicant must have:
- A court decision proving the registration of the organization.
- A certificate of no. of tax identification.
- A bank account in ALL, in the name of the applicant.
- Applicants should be directly responsible for the preparation and management of the Project with their partners, and not acting as intermediaries in one of the target municipalities: Kruja, Durrës and Shijak. The applicant can apply individually or in partnership.
Criteria
UNDP will focus on addressing the main programmatic criteria as follows:
- Building, setting up and / or improving Community Platforms to promote transparency in measures taken to recover from an earthquake-induced emergency situation, promoting participatory decision-making in planning, prioritizing and implementing recovery-infrastructure activities and / or socio-economic.
- Generate data from local communities through the use of Community Platforms on service needs as a sustainable model to ensure that social protection interventions are designed through the contributions of all stakeholders.
- Promote and support volunteering mechanisms and self-help initiatives to further contribute to the effectiveness of recovery measures and create a sustainable socio-economic continuity of community members in coping with the aftermath of the earthquake and building the future of them.
