The United Nations Development Program (UNDP) Panama, through the project “Being LGBTI in the Caribbean” invites CSOs/NGOs from Barbados, Dominican Republic, Haiti and Jamaica and with proven experience , to participate in the Expression of Interest (EoI) activities.
Purpose of Grants
This call for proposals aims to support, strengthen the capacity and programming of CSOs/NGOs to actively engage and achieve results addressing the seven priority areas:
- Access to health, including mental health services
- Employment, livelihoods and socio-economic empowerment
- Citizen security and access to justice
- Inclusive legislation and public policies
- Youth and family
Funding Information
A total of US$110,000 is available for funding proposals between US$10,000 and US$20,000. The implementation period is eight (8) months, running from April 18 to December 31, 2022.
Expected Results
It is expected that potential grantees will use the grant funds to deliver products aligned with the objectives of the BLIC project:
- Strengthen the data and evidence base on LGBTI rights and improve the capacity of governments, state partners, civil society and LGBTI groups to address inequality, exclusion, violence and discrimination experienced by LGBTI people in four countries – Barbados, Dominican Republic, Haiti and Jamaica.
- Increase awareness of homophobic and transphobic violence, discrimination and build the capacity of civil society organizations to challenge negative attitudes towards LGBTI people, including by engaging government officials, parliamentarians, political parties, trade unions, religious leaders, civil society, the media and the general population in four countries – Barbados, Dominican Republic, Haiti, Jamaica and at the regional level.
- Advance policy advocacy with a focus on key sectors such as labour, gender, health, education or justice; support and promote LGBTI-sensitive public policies.
- Proposals must respect the objectives of this project while implementing activities covering the seven priority areas.
Outcomes
The following are examples of outcomes that would be considered under this call for proposals:
- Improve and support the initiatives of state/government partners related to human rights LGBTI people, through advocacy interventions.
- Better understanding of legal issues and local policies related to the socio-economic inclusion of LGBTI people.
- Improving knowledge of the situations or different forms of violence, stigma and discrimination faced by LGBTI people in the country.
Eligible Activities
Civil Society Organization (CSO) capacity building activities for which funds may be requested include, but are not limited to:
- Participation of CSOs in meetings with representatives of state/government partners or other representatives of civil society to discuss and develop policies and processes, for example: discuss new legislative frameworks such as draft anti-discrimination law, gender identity laws, etc.
- Development of communication strategies for CSOs that contribute to efforts to remove structural barriers that prevent LGBTI populations from accessing human rights and/or stigma and discrimination.
- Creation or strengthening of a register of human rights violations against LGBTI people.
- Preliminary research on mental health and LGBTI people.
- Development of a curriculum on sexual orientation and gender identity for children universities.
- Other capacity-building activities where there is proven evidence of the positive contribution of these types of activities to reducing stigma and discrimination against LGBTI people.
Eligibility Criteria
- CSOs/NGOs/LGBTI Community Organizations from Barbados , Dominican Republic, Haiti and Jamaica are eligible to apply for the grants.
- Interested LGBTI CSOs/NGOs/NCOs must meet the following criteria to be eligible for selection.
- The mandate and the founding document (legal documents and stratus) must be consistent with the activities for which the fund is sought.
- Have established experience (1 – 3 years) in similar / related activities. vs. Proven experience working on LGBTI issues.
- LGBTI CSO/NGO/CBO must be registered.
- The LGBTI CSO/NGO/CBO does not have an ongoing project with UNDP.
- The LGBTI CSO/NGO/CBO has no pending products or reports/deliverables to submit to UNDP for past projects or services.
- CSOs/NGOs/NCOs that are not legally registered can submit proposals with other legally registered LGBTI organizations in a coalition (network – federation – consortium, ect).
- CSOs/NGOs/CBOs applying with a CSO/NGO/CBO should indicate this on the application form and at the same time attach a letter from the CSO/NGO/CBO stating their willingness to serve for this purpose.
- It will be possible for a coalition of LGBTI CSOs/NGOs/NCOs to submit proposals. In this case, a letter signed by each organization forming part of the joint proposal indicating the willingness to participate in such an undertaking must be attached to the proposal. In the case of joint ventures, the main administrative and financial manager of the CSO/NGO/CBO project must be an LGBTI organization.
