The United Nations Development Programme (UNDP) invites Non-profit organizations (NPOs) working in the Kyrgyz Republic to take part in a competition of proposals aimed at assisting the Ministry of Justice of the Kyrgyz Republic in introducing domestic violence prevention mechanisms into the Probation Department and the Penitentiary Service in accordance with international standards and guidelines in the field of human rights.
The Call for Grant proposal is announced within the Joint EU-UN Spotlight Initiative framework to eliminate violence against women and girls (hereinafter the Project). The Spotlight Initiative will work with relevant government stakeholders and advocacy organizations to discuss a strategic approach to dealing with perpetrators, improving cross-sectoral coordination, and the possibilities to work systematically on changing the violent behavior of perpetrators of domestic violence. The work will be aimed at conducting activities to strengthen the capacity of these services in the field of a deep understanding of the problem of domestic violence to work with perpetrators.

- The problem of domestic violence in Kyrgyzstan is one of the acute social problems that violate the rights of family members and threatens their life and health. The number of committed crimes on domestic violence against life and health and sexual inviolability is growing.
- The study of the problem of domestic violence has shown that it can occur between different family members, manifest it in various forms, and can be cyclical. Most domestic violence victims are children, women, people with disabilities, and the elderly. Traditional gender stereotypes guide people in resolving family conflicts. In a significant part of families, a way of life has developed for which violent interpersonal relationships become the norm, transmitted from one generation to another.
- Domestic violence is a gender issue – almost 98% of cases of domestic violence considered by the courts were committed against women by men – husbands (68%), sons (17%), and fathers (2%). According to the General Prosecutor’s Office of the Kyrgyz Republic, in 2020, 9,178 facts of domestic violence were registered in Kyrgyzstan.
- Realizing domestic violence is a huge problem, Kyrgyzstan is implementing a comprehensive system of preventive and corrective measures to solve it. Decree of the Government of the Kyrgyz Republic No. 390 of August 01, 2019, approved a standard correctional program to change violent behavior for perpetrators of domestic violence. is to provide them with assistance.
- As part of the Spotlight Initiative and the implementation of Pillar1 – Legislation and Policy, the Project aims to develop a joint training program for government agencies responsible for the development and implementation of correctional programs with the participation of women’s human rights organizations and experts who have experience in implementing such programs to change the violent behavior of
- Under Pillar 3 – Violence Prevention, 4 – Services; The Project also supports the interaction of women’s rights organizations with stakeholders in the government and parliament to ensure that their knowledge, leadership, and experience are taken into account when amending legislation and in law enforcement practice to determine responsible institutions for the implementation of the correction program.
- The introduction and implementation of a correctional program with perpetrators of domestic violence are currently being carried out at the level of state bodies jointly with CSOs within the framework of the state social order and through various initiatives of NGOs / crisis centers.
- Creation of systematic work for the implementation of a correctional program with persons who have committed an offense or a crime as a result of domestic violence, who have been sentenced by a court sentence without isolation from society and compulsory measures of criminal law, requires specialized training and capacity building for representatives of the probation authorities and the enforcement system. However, so far, such work for the formation of human capacity has not been conducted, and therefore there is a need to implement and promote this Project.
- A joint effort, coordination, and practical approach are required to address the significant gap in the comprehensive and systematic implementation of the domestic violence prevention agenda in services working directly with offenders and perpetrators, which will expand an important element of a comprehensive approach to the prevention of domestic violence.
- As a response to existing challenges, UNDP in the Kyrgyz Republic, within the framework of the Joint EU-UN Spotlight Initiative for ending violence against women and girls (PID 00119491), intends to award a grant of up to $18,000 to a non-governmental organization (NGO) or Civil Society organization (CSO) aiming at achieving the objectives of Pillars.
- UNDP requests to provide the methodology flexibility in terms of timeframe and regional coverage of implementation considering assumptions and risks of COVID-19 in each target region. Any changes in coverage and timeline should be discussed and agreed upon with UNDP.
- In accordance with the attached Guide for the project grant applicants (Guide), the goals of this grant application are as follows:
- Assist the Ministry of Justice of the Kyrgyz Republic in introducing domestic violence prevention mechanisms into the Probation Department and the Penitentiary Service in accordance with international standards and guidelines in the field of human rights.
- The selection process will be conducted in one round at the meeting of the Grant Evaluation Commission (GEC):
- The selection and evaluation of the project proposals will be conducted in accordance with the evaluation criteria
- During the GEC meeting, one application from one NGO or CSO or consortium of NGOs or CSOs will be selected.
Eligibility Criteria
- Applications can be submitted by applicants meeting the following criteria:
- Non-governmental organizations (NGOs) or Civil Society Organizations (CSOs) established and registered in the Kyrgyz Republic (hereinafter the Applicant). Commercial organizations, government agencies, as well as non-commercial organizations established by state agencies are not allowed to participate in the call for proposals.
- A consortium of two or more non-governmental organizations or civil society organizations established and registered in the Kyrgyz Republic (hereinafter the Applicant).
- All Consortium members – Grant Applicants shall be legal entities established and registered in the Kyrgyz Republic as non-governmental or civil society organizations in accordance with the current legislation.
- The Applicant shall submit the project proposal on behalf of one of the organizations authorized by the consortium member organizations to represent the consortium, with all subsequent commitments to its members and the Grantor.
- The grant applicant has experience in developing methodologies for programs to work with perpetrators of domestic and gender-based violence.
- The grant applicant has at least one year of proven practical experience in cooperation with the state body in the implementation of programs to work with perpetrators of domestic and gender-based violence.
- The grant applicant has at least one year of proven experience working with perpetrators of domestic and gender-based violence in the target provinces of the Kyrgyz Republic.
- Maximum coverage of target groups:
- At least 70 employees of state bodies will receive knowledge and practical skills in the field of an integrated approach to safeguarding and prevention from domestic violence per their responsibilities.
- Project proposals with higher coverage of target groups than a minimum requirement will have an advantage.
- The project proposal is composed in strict accordance with the format; the information provided is complete, accurate, and precise.
- The project proposal must be flexible in terms of timeframe and regional coverage of implementation, considering the assumptions and risks of COVID-19. in each target region.
