The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) are seeking applications for funding under the fiscal year (FY) 2021 Opioid Affected Youth Initiative.

- Category 1: Opioid Affected Youth Programs and Services
- Goal: The goal of this category is to provide programs and services to youth and families impacted by both opioid and other substance use disorders.
- Objective: Objectives include implementing programs and services that address public safety concerns, intervention, prevention, diversion, and treatment services for children, youth, and families directly impacted by opioid abuse. Sites should work in partnership with representatives from law enforcement, education, probation and community supervision, juvenile court, mental health service providers, medical physicians/examiners, prosecutors, community-based organizations that address substance abuse, child welfare agencies, child protective services, first responders, and other community health agencies.
- Category 2: Opioid Affected Youth Initiative (OAYI) Training and Technical Assistance
- Goal: The goal of this category is to build the capacity and effectiveness of OJJDP-funded OAYI grantees and communities across the nation to develop and implement programs and strategies that address the opioid epidemic.
- Objective: Objectives include developing, implementing, and enhancing training and technical assistance (TTA) materials and activities based on best practices for addressing the opioid epidemic, and helping OJJDP identify promising, innovative, and effective programs and strategies for addressing the opioid epidemic.

Eligibility Criteria
- City or township governments, County governments, For profit organizations other than small businesses, Independent school districts, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Private institutions of higher education, Public and State controlled institutions of higher education, Public housing authorities/Indian housing authorities, Small businesses, Special district governments, State governments, Other.
- For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
- To advance Executive Order Safe Policing for Safe Communities, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient.
