The United Nations Office for Project Services (UNOPS) is seeking applications for its Project title “Community-Based Improvised Explosive Device (IED) and Explosive Remnants of War (ERW) Risk Education in Iraq” with an aim to deliver community-based IED/ERW risk education to affected civilians in Iraq, including the IDP camps and non-camp sites.
The project outcome will be that: Communities and IDPs know how to behave in the presence of explosive hazard.
Grant Information
- A detailed budget (with budget breakdown for expenses totalling above 5,000 USD) is required in an excel format.
- The duration of grant activities shall be a period of12 months, with a starting date of 1 February 2017
Project Activities
- At least one (1) Risk Education team capable of providing ERW/IED risk education through gender and diversity-sensitive community-based approach shall be deployed to engage in the below activities. The specific location of the proposed activities (IDP camp(s) name and location(s)/ location of non-camp area(s)) should be clearly indicated within the Proposal (please include a list of locations on your proposal).
- Establish a working relationship with relevant local government authorities for the effective delivery of community based risk education activities.
- Identify community representatives per area and provide ERW/IED Risk Education Training of Trainers (ToT) packageswithin the IDP camps to community volunteers.Where possible, these volunteers shall be selected by the IP in coordination with the local authorities on their ability to communicate with all the diverse groups and genders in the wider communities. These ToT Packages must be designed using Community-based and gender and diversity-sensitive approaches.
- Establish a mechanism to monitor the training that these volunteers will provide and report on the activities of trained community volunteers.
- Prepare and disseminate IED/ERW risk education messages through the viable and available mediums for people within the camps (posters, radio, TV, expressive media); after approval of national/regional mine action authorities. The project may benefit from establishing linkages with radio stations already supporting IDP information needs, such as Al Mirbad and Radio Nawa.
- Deliver IED/ERW Risk Education tohost communities and “sponsorship programmes”, through direct presentation, media and other local channels of communication.
- Liaise with the Mine Action Sub-Clusterand participate in relevant working groups and use this as an additional platform to profile message and share information on critical protection issues and high risk vulnerable groups.
Eligibility Criteria
- The activities requested in this CFP are for implementation in the geographical locations in Iraq .The interested grantee(s) must clearly state which section(s) they are applying for in the proposal.
- Only organisations with experience implementing successful similar mine action projects in Iraq may apply.
- Only registered non-governmental organisations (NGOs) accredited with the Iraqi Directorate of Mine Action (DMA) and/or the Iraqi Kurdistan Mine Action Agency (IKMAA) will be eligible to implement activities associated with the project.
- Organisations not registered/accredited but partnering with registered/accredited organisations may apply.
- Organisations with accreditation must be able to demonstrate this in the submission of their proposal.
