The U.S. Embassy in Juba, South Sudan has announced an open competition for organizations to submit applications to carry out a program urging the South Sudanese transitional government to spend public revenue on public needs.
This Notice of Funding Opportunity (NOFO) seeks proposals that address the critical issue of lack of transparency and accountability in the allocation and expenditure of public revenue by the South Sudanese transitional government. The transitional government faces significant challenges in managing public finances, leading to significant corruption and misallocation of resources. These issues have profound implications for the delivery of essential services such as healthcare, education, and humanitarian support. Despite commitments made in the 2018 peace agreement, progress towards improving fiscal transparency and accountability has been limited, as noted by independent reports and international organizations.
Program Objective
- Their goal is to urge the transitional government to use public revenue for public needs. The objective of this NOFO is to increase awareness and understanding among South Sudanese citizens regarding the importance of responsible government stewardship of public resources. Successful proposals will design innovative approaches that generate desired outcomes, such as the level of comprehension of the principle of responsible stewardship among South Sudanese, as opposed to outputs like number of participants. Innovative approaches could include investigative journalism, social media and radio campaigns, financial literacy, publication of case studies of responsible stewardship in other countries, or academic outreach. They welcome additional innovative approaches.

- Total available funding: $50,000
- Award amounts: up to $50,000
- Length of performance period: up to 12 months
Participants and Audiences
- Priority will be given to initiatives targeting literate South Sudanese citizens over eighteen, especially civil society leaders, recognizing their potential to amplify messaging and influence public discourse. Additionally, partnerships with other civil society organizations (CSOs), universities, and journalists could extend the reach and impact of the program.
Eligibility Criteria
- The following organizations are eligible to apply:
- Registered not-for-profit organizations, including think tanks and civil society/nongovernmental organizations
- Private educational institutions
- Individuals
- Note: Non-South Sudanese NGOs should demonstrate in country local expertise and have local experts to assist in project implementation.
Ineligible Funding
- The following types of programs are not eligible for funding:
- Those relating to partisan political activity
- Charitable or development activities
- Construction and renovation programs
- Programs that support specific religious activities
- Fund-raising campaigns
- Lobbying for specific legislation or programs
- Scientific research
- Programs intended primarily for the growth or institutional development of the organization, or
- Programs that duplicate existing programs.
