The United States Government, as represented by the United States Agency for International Development (USAID/Afghanistan), is seeking applications for a cooperative agreement from qualified entities to implement the Urban Health Initiative (UHI) Program.
The purpose of Urban Health Initiative (UHI) is to improve public and private health services delivery in FIVE major urban cities through:
- Strengthening MoPH capacity and stewardship;
- Improving access to primary and secondary health care services;
- Improving quality of public and private health services; and
- Improving people awareness and health care behaviors.
UHI will be a new USAID activity in Afghanistan. This is a five-year technical assistance (TA) Activity with elements of service delivery that are necessary for filling gaps in access to, and quality of, essential health services in five urban cities. The Activity aims to improve health outcomes of people living in urban areas particularly focusing on the health of women and children and other vulnerable populations such as Internally Displaced People (IDPs) and communities living in slums.
Activity Goal
USAID has planned this five-year technical assistance (TA) and service delivery project to support the implementation of health service delivery in urban areas. The primary aim is to improve health in urban areas in a way that benefits the most vulnerable populations. Specific focus will be given to reproductive, maternal, newborn, child, and adolescent health; communicable diseases particularly TB and vaccine preventable diseases (VDPs); and nutrition.
Activity Objectives
The activity will improve health outcomes for the urban population by achieving the following four objectives:
- To build MoPH’s capacity to develop coherent urban strategies and policies in anticipation of rapid urban growth over the next 15 years;
- To improve access for vulnerable populations to primary and secondary care health services in urban areas through the public and private sectors;
- To improve quality of primary and secondary care health services and hospital services in urban areas;
- To improve awareness of optimal health behaviors, increase recognition and careseeking for complications, and increase community, household, and individual demand for health services.
Award Information
USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $104 million in total USAID funding over a five (5) year period.
Geographic Focus
This activity will be implemented in five major cities in Afghanistan: Kabul, Kandahar, Herat, Mazar-e-Sharif, and Jalalabad focusing on public and private health facilities.
Eligible Applicants
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- USAID encourages U.S. Small and Disadvantaged businesses and local organizations to partner with interested prime Applicants as sub-recipient or resource organization to provide supplies/services useful in achieving the objectives of the program.
