The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Building Resilience Amongst Families Affected with HIV activity.

Goals

To improve health and wellbeing, socioeconomic, and educational outcomes of vulnerable children, adolescents, and families of Haitian migrants and their descendents in the Dominican Republic (DR) who have been affected by HIV, thereby helping the DR achieve epidemic control and a sustained reduction in HIV transmission.

Funding Information

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $11,200,000 in total USAID funding over a five (5) year period.

Time Frame

The period of performance of the activity will be up to five years (FY 2023-2027). USAID intends to implement this proposed OVC Activity in two periods. After the initial 3-year period of full Activity implementation across all three result areas, USAID will include a renewal award period to allow the continuation of the award for 2 additional years with a focus on the provision of direct capacity building and technical mentorship only

Geographic Scope

Programmatic areas will be based on the identified concentration of high-risk populations and the PPs where PEPFAR is supporting HIV/AIDS care and treatment activities; with emphasis on clinics that serve large numbers of PPs within the target subpopulations and their families. At the national level, the Activity will ensure participation in relevant technical working groups to ensure that PEPFAR and Government of DR (GoDR) strategic priorities and guidelines are appropriately implemented.

The activity will actively coordinate with relevant stakeholders including, but not limited to, the Ministry of Health (MOH), Consejo Nacional para la Niñez y Adolescencia (CONANI), the Ministry for Youth, the National Health Service (SNS), the Ministry of Economic Planning and Development, the Ministry of Education, the Ministry of Higher Education, Science and Technology (MESCYT), the Ministry for Women, and other government entities, donors, organizations, and private sector entities working with and/or providing social services to Haitian migrants and Dominicans of Haitian descent along with their children and families. This Activity should also collaborate with other relevant USAID/DR funded activities to identify possible synergies that can advance OVC objectives.

Eligibility Criteria

Eligibility for this NOFO is not restricted. Eligible organizations include:
- registered U.S. and non-U.S. private non-governmental organizations;
- registered U.S. and non-U.S. non-profit organizations.
