The United States Agency for International Development (USAID/Burma) is seeking applications for a Cooperative Agreement from qualified US and non-US organizations to implement the High Impact Maternal, Newborn and Child Health (HI-MNCH) Activity to improve maternal, newborn, and child health (MNCH) outcomes among vulnerable women and children in underserved areas in Burma.
The High Impact Maternal, Newborn and Child Health Activity (HI-MNCH) aims to improve maternal, newborn, and child health (MNCH) outcomes among vulnerable women and children in underserved areas in Burma.
Objectives
The three objectives of the Activity are to:
- improve availability and accessibility of MNCH services;
- improve the quality of MNCH services;
- increase the demand for and utilization of high-quality MNCH services among vulnerable women and children in underserved areas in Burma
Cross-Cutting Themes
- Private sector engagement: The private sector plays a vital role in expansion of health services and improvement of health outcomes given common health seeking behaviors in Burma. The Activity will work with the private sector to expand access to MNCH services, which could include social enterprise or social contracting.
- Gender, social inclusion and equitable access to services: This Activity will build on USAID’s current efforts to create significant progress toward social and gender inclusion.
- Mental health and psychosocial support: To address ongoing trauma due to the coup and COVID– I 9, this Activity will seek opportunities to incorporate evidence-based mental health and psychosocial support into project interventions to improve MNCH interventions and outcomes.
- Gender based violence: This Activity will seek opportunities and incorporate gender based violence (GBV) screening linked to referral to services in its interventions to support maternal and child health outcomes.
- COVID-I9 context: The Activity should incorporate appropriate service delivery approaches in the context of the COVID-19 epidemic.
- Climate resilience: The Activity should seek approaches to strengthen resilience of beneficiary groups who are vulnerable to climate-induced disasters and disruptions that detrimentally affect health, particularly maternal/child/newborn health.
- Localization: The Activity should support shifting more leadership, ownership, decision making, and implementation to the local people and institutions who possess the capability, connectedness, and credibility to drive change in the country and communities.
The Activity should seek ways to diversify and broaden USAID’s partner base by providing sub-awards to local and locally established organizations. It will be important to align and target efforts to support sustained results and facilitate the transfer of responsibility to these institutions.
Funding Information
- USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide up to $20,000,000 in total USAID funding over a 5-year period.
- The anticipated period of performance is five years. The estimated start date will be within the third quarter of Fiscal Year 2022.
Eligibility Criteria
Eligibility for this NOFO is not restricted. USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
