USAID through the Annual Program Statement (APS) has announced ‘New Partnerships Initiative (NPI): Conflict Prevention & Recovery Program (CPRP)’ to engage new and underutilized partners to expand and amplify the Agency’s work, particularly in contexts at the risk of, or recovering from, violent conflict.
The APS is designed to specific Administration and Agency priorities and criteria for new and underutilized partners. Individual USAID Missions will then request Concept Papers via Addenda as the first step in a three-step process that could result in USAID funding for an idea.
This Indonesia Addendum provides the requirements as they relate to USAID/ Indonesia’s Peace Building and Tolerance Promotion in Indonesia. Intolerance and extremism threaten democratic institutions and weaken the position of minority and vulnerable groups across Indonesia. USAID/Indonesia is seeking concept papers that promote interfaith and interethnic tolerance and pluralism in order to mitigate triggers of religious and ethnic conflict.
Objectives
USAID/Indonesia is focused on collaboration and partnerships that address the following objectives:
- Interreligious and interethnic harmony improved;
- Factors contributing to sectarian violence mitigated;
- Tolerance and pluralism enhanced.
Thematic Areas
Illustrative examples of thematic areas for engagement include, but are not limited to:
- Interfaith dialogue;
- Civic education;
- Youth education;
- Media literacy;
- Community strengthening;
- Democratic participation.

Eligibility Criteria
- New and Underutilized Local Entities
- Local Entities must:
- Be legally organized under the Republic of Indonesia;
- Have its principal place of business or operations in Indonesia;
- Be majority owned by individuals who are citizens or lawful permanent residents of Indonesia; and
- Be managed by a governing body the majority of who are citizens or lawful permanent residents of Indonesia.
- Local Entities must:
- New and Underutilized Locally Established Partners (LEP)
- Have demonstrated links to the local community, including:
- If the organization has a governing body or board of directors, then it must include a majority of local citizens;
- A letter of support from a local organization to attest to its work; and
- Other criteria that an organization proposes to demonstrate its local roots.

- Prime Partner Award with sub-awards to LEPs and Local Entities
- Leverage Partner Award
