The U.S. Agency for International Development’s Office of Population and Reproductive Health (PRH) is pleased to announce the Round 2 of Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Annual Program Statement (APS).
This program focuses on strengthening the enabling environment for family planning and reproductive health (FP/RH) and FP/RH integration with HIV/AIDS and maternal and child health (MCH) in the context of shocks and stressors and in fragile settings.
It seeks to strengthen the enabling environment in the context of shocks, stressors, and fragile settings for more equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable and sustainable financing; enhanced government stewardship, transparency, and accountability; and the use of evidence-based advocacy approaches to promote best practices.
PROPEL Adapt, Round 2, will include: an elevated and significant focus on integration of voluntary FP/RH with HIV/AIDS and MCH; gender equity and equality; digital health technology; capacity development and building local partnerships; sustainability; collaborating, learning and adapting, knowledge management ; and diversity, equity and inclusion.

Geographic Areas
- The benefitting geographic areas of PROPEL Adapt, Round 2 mirror the language in the APS and is restated here for clarity. USAID funds health activities in almost 60 countries. PRH prioritizes 24 high-need countries as well as the additional Ouagadougou Partnership countries.
- Current MCH and FP/RH priority countries are Afghanistan, Bangladesh, Burma (MCH priority only), DRC, Ethiopia, Ghana, Haiti, India, Indonesia (MCH priority only), Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Nigeria, Pakistan, Philippines (FP/RH priority only), Rwanda, Senegal, South Sudan, Tanzania, Uganda, Yemen, and Zambia. The additional seven Ouagadougou Partnership countries that are FP/RH priorities are Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mauritania, Niger, and Togo
Eligibility Criteria
- Ability to work in more than one country (multiple countries) simultaneously. A focus on USAID’s FP/RH and MCH priority countries is encouraged; other USAID-supported countries may also be included.
- Strong expertise in PAFG and working in fragile settings and/or countries experiencing significant shocks and stressors.
- Applicants may have expertise in building the capacity of local organizations or be a local organization that is amenable to working with a more experienced partner to build its capacity.
- Must align with USAID’s Local Capacity Development Policy.
- Consortia can include a local or regional organization as a prime recipient with a more established partner as a sub awardee. This arrangement is strongly encouraged.
- Creative thinking and approaches to the consortia formation is encouraged.
