The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified U.S. and Non-U.S. organizations to implement a project entitled “Advancing Basic Education in the Philippines (ABEP).”

The project seeks to improve basic life skills for children in the early grades in the Philippines (early childhood education through Grade 3). This includes the ability to do math, read and write in Filipino, English and selected mother tongues, as appropriate. Through the activity, USAID seeks to support the Philippine Department of Education (DepEd)’s priorities to ensure access to a quality education for children in the areas of greatest need.

The project will help DepEd and education stakeholders address the interconnected factors that contribute to low education outcomes in poorest performing areas of the Philippines. This activity must identify innovative and sustainable ideas on how to address the continuing challenges in education for children in the Philippines. These innovations may be piloted as a part of larger activities, or be the main focus of the programming. The Applicant should propose how these approaches are sustainable without future USAID or development partner funding.
