USAID-Manila: Pacific Regional Initiative and Support for More Effective Counter Trafficking in Persons

The United States Agency for International Development (USAID) Mission to the Philippines, Pacific Islands, and Mongolia is seeking applications for a Cooperative Agreement from qualified U.S. and Non-U.S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-U.S. organizations to implement a project entitled “Pacific Regional Initiative and Support for More Effective Counter-Trafficking in Persons (RISE-CTIP).”

The Pacific Regional Initiative and Support for More Effective Counter Trafficking in Persons (Pacific RISE-CTIP) focuses on domestic and regional trafficking in persons issues in Pacific Island countries. The objective of Pacific RISE-CTIP is to combat trafficking in persons in the Pacific Island countries through reduction in the incidence and vulnerability to trafficking, enhanced mechanisms and strategies to prevent trafficking, improved protection services to victims, and increased access to legal services and remedies.

The activity will achieve this objective by applying a holistic and multi-sectoral approach taking into consideration the priorities across the four pillars of the USG counter-trafficking strategy – prevention, protection, prosecution and partnerships, the USAID Trafficking in Persons Policy and the recommendations for the Pacific Island countries as stated in the U.S. Department of State Trafficking in Persons.

The objective of Pacific RISE-CTIP is to combat trafficking in persons in the Pacific Island countries by strengthening local systems, mechanisms and partnerships to prevent and respond to trafficking in persons. The activity will achieve this objective by applying a holistic and multisectoral approach taking into consideration the priorities across the four pillars of the USG counter-trafficking strategy – prosecution, prevention, protection and partnerships and the recommendations for the Pacific Island countries particularly those that are placed in Tier 3 and Tier 2 Watch List in the U.S. Department of State Trafficking in Persons Report.

In the initial phase, Pacific RISE-CTIP will prioritize Papua New Guinea (Tier 3), Fiji (Tier 2 Watch List), and Marshall Islands (Tier 2 Watch List)

Goal: To combat trafficking in persons in Pacific Island countries by strengthening prevention, protection and prosecution mechanisms and strategies.

Funding Information

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide not more than $10 million in total USAID funding over a five (5) year period.
