USAID-Maputo: Seeking Applications for Quality Health Initiative

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Quality Health Initiative program.

USAID/Mozambique intends to award a USD39 million, five-year cooperative agreement to support the Government of the Republic of Mozambique (GRM) to improve maternal, neonatal, and child health (MNCH) outcomes by increasing the productivity and efficiency of facility-based care, with a focus on improving client satisfaction and outcomes. This will be achieved by assisting the province of Nampula to establish itself as a model province for improving provision and increasing utilization of high-quality, high-impact, gender-responsive, patient-centered MNCH health services in a sustainable manner; and supporting the central Ministry of Health (MOH) to incorporate the lessons learned from Nampula into a national system for Quality Improvement.

The Activity will contribute towards USAID’s global priority of Preventing Child and Maternal Deaths. In 2014, USAID launched a renewed effort to prevent child and maternal deaths in the 25 priority countries where 80% of preventable deaths occur, which includes Mozambique. By targeting USAID’s resources and approaches geographically and programmatically, USAID’s goal is to save the lives of 15 million children and nearly 600,000 women by 2020. USAID’s Maternal Health Vision for Action delineates how these priority countries are accelerating progress in maternal survival, and the annual Acting on the Call report provides updates on country-specific progress.

The Activity will advance USAID/Mozambique’s Country Development and Cooperation Strategy (CDCS) Development Objective 4, “Health Status of Target Populations Improved” by directly contributing towards Intermediate Results (IRs) for “Increased Coverage of High-Impact Health and Nutrition Services” and “Strengthened Systems to Deliver Health, Nutrition, and Social Services,” and indirectly (by establishing an enabling environment) contributing to the IR for “Increased Adoption of Positive Health and Nutrition Behaviors.”

Objectives

To support the Government of Mozambique to prevent maternal, neonatal, and child mortality, the activity will partner with Nampula Province to establish the province as a model for improving provision and increasing utilization of high-quality, high-impact, patient-centered MNCH health services.
