The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Promoting Democracy and Human Rights (DIREITOS) activity.
The goal of this program is to increase political participation and access to justice for disadvantaged populations, and to enable them to hold the government accountable to improve the electoral process and justice services.
The development hypothesis for this program is:
- If disadvantaged groups have access to information and education about electoral processes and awareness of their rights and to legal aid;
- If CSO capacity is strengthened to provide support across electoral processes, provide services to citizens, and advocate for improved access to justice for human rights issues;
- If state institutions and service providers are responsive to working with CSOs and respond to citizen’s core grievances;
- Then disadvantaged populations will participate in political processes and access justice in greater numbers.
Objectives
- Youth, women and persons with disabilities participation in electoral process increased.
- CSO and media capacity to conduct oversight, reporting, and advocacy on elections strengthened.
- Improved access to justice for disadvantaged populations (HRGP).
- Expanded evidence base on human rights and elections programming (cross cutting).

- Award Floor: $1,500,000.
Geographic Coverage
- This activity will be implemented in Cabo Delgado, Nampula and Zambezia provinces, and may expand to other provinces in consultation with USAID. Select activities may also be implemented in Maputo to influence advocacy in support of increased access to political participation and rights in the Northern regions. Conversely, the activity may need to be scaled down due to escalations in violence or overall insecurity. District selection will be decided in consultation with local partners and USAID.
Eligibility Criteria
- Eligibility for this RFA is restricted to Local Mozambican Organizations (LOCAL Entities) as define.
- For the purposes of this NOFO, local entity means an individual, a corporation, a nonprofit organization, or another body of persons that—
- Is legally organized under the laws of the Republic of Mozambique;
- Has as its principal place of business or operations in the Republic of Mozambique;
- Is majority owned by individuals who are citizens or lawful permanent residents of the Republic of Mozambique; and
- Managed by a governing body the majority of who are citizens or lawful permanent residents of a country receiving assistance from funds appropriated under title III of this Act.
- The term “controlled by” means a majority ownership or beneficiary interest as defined, or the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means, e.g., ownership, contract, or operation of law.
- “Foreign entity” means an organization that fails to meet any part of the “local organization” definition.
- Government controlled and government owned organizations in which the recipient government owns a majority interest or in which the majority of a governing body are government employees, are included in the definition of local organization.
- These eligibility requirements apply to only the principal Applicant.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
