The USAID Energy Secure Philippines (ESP) Activity seeks applications from qualified organizations/companies that can develop and provide support systems and related services that use renewable energy solutions for policy makers, planners, frontliners and first responders in preparation for and in response to climate-related and human-induced disasters.
Objectives
The grant objectives are as follows:
- Develop a program or a strategy that complements the resiliency plans of government (i.e., national, sub-national, local government units), particularly at the level of policy implementers, frontliners, first responders, relief-operations agents and power utilities
- Introduce systems and related services that will facilitate the realization and real-time execution of the resiliency plans and/or address potential cyber threats due to rapid changes in the energy sector;
- Develop systems and related services that will permit the participation in disaster preparedness, relief, and recovery by other actors who are affected by climate-related and human induced disasters and are fully resolved to devote time and resources in preparedness, relief, recovery, and rehabilitation (e.g., businesses, financial institutions, civil society organization, non-government organizations); and
- Promote the use of renewable energy solutions in disaster preparedness, relief, recovery operations from both climate-related/natural and human-induced disasters.
Funding Information
- Total Award: $1,500,000
- With Php25,000,000 to Php29,000,000 per award
- Duration of award: Twenty-four (24) months with potential for extension but not exceeding the Activity life-ofproject ending on July 2025.
Expected Results
- Anticipated outputs for this grant may include but will not be limited to the following illustrative outputs:
- Deployment of innovative and sustainable systems, technologies, and renewable energy solutions that will increase the preparedness, response capabilities, and efficiency of energy stakeholders.
- Introduction of new materials, equipment, or technology that enables cost-effective build-back-better strategies and equip the organization with the ability to prevent, withstand and recover from cybersecurity incidents.
- Formulation, testing, and promotion of innovative financing packages or modes geared towards resiliency strengthening.
- Strengthening of support groups or networks of responders harnessing local capabilities, shared systems, and greater private sector participation.
- Design and propagation of applications, IT platforms, social media, and/or maps that magnify information consolidation and sharing for more effective energy resiliency.
- Strengthening of local industries that support the energy sector in building resiliency and preparedness.
- Trainings and capacity building of energy stakeholders, frontliners, and responders on innovative systems and strategies for resiliency.
- Development of innovative logistics, warehousing, and prepositioning strategies or models that enable quick response and restoration efforts.
- Enhancement of early warning systems, analytics, and forecasting methodologies on shocks and stresses that affect the energy sector.
- Introduction of mitigation measures and methodologies that anticipate new generation or advanced threats to the energy sector such cybersecurity threats.
Eligibility Criteria
- Applicants must meet the following minimum eligibility requirements to qualify for funding under this RFA: This grant prioritizes applications from the private sector, civil society organizations, nongovernment organizations, cooperatives, and other community-based organizations. Applicants must meet the following eligibility requirements:
- Demonstrated experience in the Philippines
- Applications meet minimum evaluation criteria for a) Soundness of technical approach b) Understanding of local context, and c) qualifications of proposed personnel
- Demonstrated financial capacity to manage large USG grants or sub-grants portfolio.
- Cost realism of the budget
- Past performance All Energy Secure Philippines grant support may not be extended to the following:
- Organizations that are not legally registered
- Any entity that has been found to have misused USAID funds in the past (unless specifically approved by USAID contracting officer)
- Any entity that will have conflict of interest by participating in the call for grants
- Political parties, groupings, or institutions or their subsidiaries and affiliates
- Any entity whose name appears on the List of Parties Excluded from Federal Procurement and Non-procurement Programs (http: //www.sam.gov/)
- Any entity with a member that appears on the U.S. Department of Treasury Office of Foreign Assets Control (OFAC) Specially Designated Nationals (SDN) and Blocked Persons list
- Any entity with members directly or indirectly involved in money laundering, acts of terrorism, gambling, prostitution and child trafficking, drugs. All Energy Secure Philippines grant funds cannot be utilized for the following activities;
- Purchases of restricted goods, such as agricultural commodities, motor vehicles, pharmaceuticals, contraceptive products, pesticides, used equipment and fertilizers without the previous approval by the USAID Contracting Officer through RTI.
- Prohibited goods under USAID regulations, including but not limited to police or law enforcement equipment, abortion equipment and services, weather modification equipment, luxury goods, and gambling equipment.
- Purchases of goods or services restricted or prohibited under the prevailing USAID source/origin/ nationality and other regulations; or from countries or suppliers as may be identified by USAID’s consolidated list of debarred, suspended, or ineligible subcontractors .
- Construction, infrastructure, renovation, and rehabilitation projects. Definition of “Construction” for purposes of this manual means: construction, alteration, or repair (including dredging and excavation) of buildings, structures, or other real property and includes, without limitation, improvements, renovation, alteration and refurbishment. The term includes, without limitation, roads, power plants, buildings, bridges, water treatment facilities, and vertical structures.
