The U.S. Agency for International Development Mission in the Philippines (USAID/Philippines) is inviting applications for funding from all eligible organizations to carry out activities that will enhance democratic governance in the Philippines by advancing youth leadership.
This activity intends to promote Youth Leadership as an important element of representative democracy and the youth sector as a core actor and concern in vibrant and resilient democracies. It will advance youth leadership and youth sector political engagement through three interrelated components:
- Political leadership capacity of youth increased;
- Participation of youth in governance processes through youth networks increased
- Civic education institutionalized.
The goal of this activity is Strengthened youth participation in democratic governance. This is supported by an interrelated and mutually reinforcing set of objectives as follows:
- Youth leadership capacity increased;
- Networks for youth participation in governance strengthened;
- Civic education and civic engagement institutionalized.
Activities
- This activity is governed by the following Theory of Change:
- If the political leadership of youth is developed,
- If youth participation in governance processes through youth networks is increased,
- If effective youth civic education is institutionalized,
- Then democratic governance will be strengthened through youth leadership
Project Priorities
- Prospective applicants are requested to address the following project priorities in their submission:
- Incorporating youth participation in all stages of the project cycle, including in the design of activities, implementation, and monitoring, evaluation and learning.
- Creating opportunities for dynamic processes such as intergenerational dialogue and learning as well as mentoring mechanisms within the project or as supplementary activities.
- An effective strategy for inclusion reflective of the importance accorded in this activity to ensuring that minority and marginalized groups benefit from the youth capacity building and the enhancement of their voice and political participation.
- Targeting geographic locations to maximize impact and provide basis for empirically demonstrating the theory of change. Applicants may consider the USAID’s Cities Development Initiative (CDI) secondary cities, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) areas, and other areas with substantial USAID investments in this targeting exercise.
- The applicant should outline the targeting rationale and objectives.

Funding Information
- USAID/Philippines intends to provide funding for this activity in the estimated amount of $12 million over a maximum period of five (5) years.
- USAID/Philippines anticipates awarding one (1) cooperative agreement as a result of this Addendum.
Eligibility Criteria
- U.S. and non‐U.S. nongovernmental organizations (other than those from foreign policy restricted countries), including but not limited to foundations, academic organizations, media organizations or associations, for‐profit private enterprises, and consortia.
- Individuals are not eligible to participate.
