USAID is seeking concept papers to address the lack of access to school, and, subsequently, the social stability a school system can provide for over two million out-of-school (OOS) children and youth across Yemen.
USAID will support non-formal education (NFE) programming, and accelerated and remedial learning opportunities to reach out-of-school children and youth so that they can enter the formal school system at grade level, or achieve functional literacy and numeracy for the workplace.
Responses to address the issue of OOS children and youth must include but are not limited to:
- Non-Formal Education (NFE) programming;
- Age-appropriate remedial learning or bridging programs that ensure a child is prepared to enter the formal system at grade-level;
- Psycho-social interventions that ensure children and youth receive support for trauma and that teachers are trained to identify trauma, as well as able to scaffold condensed curricula;
- Provision of a viable plan for community outreach to engage parents and guardians to build trust and certainty that schools are safe learning spaces; and
- Support to students so that they can matriculate from primary and secondary schools;
- Activities that support school stakeholders to strengthen attendance and retention rates.
- The requirements for all activities are listed in the Umbrella Education in Syria and Yemen Annual Program Statement. That is, activities must do no harm, be conflict sensitive and risk-informed, may be participatory and community led, leverage existing partnership and activities to ensure coordination, develop capacity at all levels, include monitoring and evaluation for the purposes of learning, and attend to focus groups noted in this addendum.

Eligibility Criteria
Applicants must be currently active in Yemen, meaning they must have a physical presence in Yemen or active activities in Yemen.
