USAID Young People for Integrity and Accountability (YPIA) Activity in Zimbabwe

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Partnership for Justice Young People for Integrity and Accountability (YPIA) program.

The United States Agency for International Development in Zimbabwe (USAID/Zimbabwe) anticipates awarding a five-year, $12 million activity called Young People for Integrity and Accountability (YPIA). The cooperative agreement to be awarded under this Notice of Funding Opportunity (NOFO) will contribute to results under Development Objective (DO3) of USAID/Zimbabwe’s five-year Country Development Cooperation Strategy (CDCS) 2016-20220 and the three DOs of the 2022-2027 CDCS. U.S. and non-U.S. organizations may participate under this Notice of Funding Opportunity.

Purposes

The purpose of this activity is to strengthen the ability of young people and key institutions at the sub-national level to improve good governance and public integrity. The objectives of this activity are to:

• Build knowledge, attitudes, and capacities of young people to shun corruption.
• Build and strengthen the capacity of sub-national institutions as champions for anticorruption reform and policy implementation.
• Increase the efficacy of anti-corruption actors in public and private spheres at sub-national levels to identify, monitor, report, and address corrupt practices.

Funding Information

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $12 million in total USAID funding over a five (5) year period.

Duration: The anticipated period of performance is five (5) years. The estimated start date is October 1, 2022.

Expected Results

• Objective 1: Build knowledge, attitudes, and capacities of young people to shun corruption.
  • Anticipated results:
    • Youth knowledge and understanding of corruption and its costs increases;
    • Youth are able to use information gleaned from the media on corruption activities to hold leaders and their peers to account; and
• Objective 2: To build and strengthen the capacity of local institutions as agencies for reform and policy implementation.
  • Anticipated results:
    • Build capacity of an institution (e.g. university) to conduct vulnerability-to-corruption assessments for public and private actors to better inform their programming;
    • CSOs conduct political economy analyses that trace and map out corruption networks and apply findings to their work planning; and
    • Private sector actors/associations at the sub-national level are able to build the capacity of members to identify, report, and/or hold their peers to account on any corrupt activity.
• Objective 3: Increase the efficacy of anti-corruption actors to identify, monitor, report, and engage in addressing corruption practices.
  • Anticipated results:
    • Alliance of cross-sectoral actors fighting corruption identified and capacitated;
    • Citizens empowered to use the mechanisms available for citizen oversight of public and private entities implicated in corrupt activities;
    • Empowered citizens and civil society organizations to contribute to anti-corruption policymaking processes;
    • Innovative tools and mechanisms on reporting corruption cases to relevant authorities developed; and
    • Local institutions and policies that hinder transparency and accountability reformed by proactive citizen engagement.
