The United States Agency for International Development (USAID) is seeking applications from qualified U.S. and Non-U.S. organisations to fund a program entitled “The Literate Village” with an aim to ensure that women, especially mothers, and primary-school children in targeted villages possess the necessary literacy skills for continuous learning and self-improvement.
Purpose
- The quality of reading instruction for rural primary school-aged children is improved, and;
- Rural mothers’ ability to contribute to their children’s primary education is increased.
Funding Information
- Subject to funding availability, USAID intends to provide $17,000,000.00 in total USAID funding over a four (4) year period. Actual funding amounts are subject to availability of funds.
Expected Outcomes
- Quality of and access to reading instruction for rural primary school-aged children increased
- Community-based governance mechanisms for the sustainable expansion of educational opportunities established
- Children’s participation in community schooling increased
- Community schools’ use of evidence-based materials and techniques for reading instruction increased
- Family engagement in community school students’ reading instruction increased
- Local government capacity to leverage community-based solutions for primary education increased
- Rural mothers’ ability to contribute to their children’s primary education increased
- Use of data to direct investments in improving literacy increased
- Mothers’ participation in governance mechanisms for community-based education increased
- Evidence-based, context-appropriate, intergenerational literacy education for women increased
- Sustainable post-literacy programs and initiatives increased
- Local government capacity to coordinate and expand literacy interventions benefitting mothers and their children increased
Eligibility Criteria
- U.S. and non-U.S organizations may participate.
- USAID welcomes applications from organizations which have not previously received US federal awards.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a Pre-award Risk Assessment by the Agreement Officer (AO).
- The AO may determine a pre-award risk assessment is required to determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
